Job Summary

We are seeking a highly skilled and experienced Safety and Employee Development Manager to join our team at the Navajo Tribal Utility Authority. This is an exempt position that requires a strong background in safety and employee development.

Key Responsibilities
  • Improve staff effectiveness by counseling, training, and recommending corrective action for employees.
  • Oversee the supervision of personnel for Safety and Training departments, including work allocation, time approval, hiring, training, orientation, and problem resolution.
  • Develop measurable performance expectations for assigned staff according to department goals and objectives.
  • Establish, implement, and communicate goals, objectives, policies, and procedures in accordance with strategic plan and applicable laws, regulations, ordinances, and regulatory agencies.
  • Host regular staff meetings to ensure communication between personnel and program-related activities.
  • Achieve financial objectives by preparing and administering annual budget.
  • Manage the development and maintenance of safety policies, procedures, and plans.
  • Ensure compliance with all Federal, State, Tribal, and local regulations and standards involving safety, environmental management, chemical control, and industrial hygiene.
  • Maintain the Emergency Response Plan (ERP) and coordinate with internal and external stakeholders on roles, responsibilities, training, exercises, drills, and required updates.
  • Oversee the administration of safety-related public information programs and advise management on program effectiveness.
  • Generate accurate and timely safety reports and analyze data to identify root causes and patterned hazards, injuries, illnesses.
  • Oversee and guide the design, implementation, and measurement of employee development programs intended to enhance the skills, knowledge, and abilities of the NTUA workforce.
  • Oversee the administration of NTUA education programs, including the Scholarship Program, Education Assistance Program, and the Apprenticeship Program.
  • Build and maintain partnerships with external agencies related to employee development and safety.
  • Incorporate the NTUA Vision, Mission, Values, and Goals in annual program initiatives to support consistent internal safety & employee development services company-wide.
  • Maintain professional knowledge of safety regulations and employee development best practices.
  • Advocate and model safe, ethical behaviors.
Requirements
  • High School Diploma or GED Certificate.
  • Bachelor's Degree in Safety, Organizational Learning & Development, Human Resources, or related field.
  • 7-10 years of Safety and Adult Education experience.
  • 3-5 years in a supervisory capacity.
  • OSHA 1910 and 1926 30-hour certification.
  • Instructor Certification or equivalent.
  • Certified Safety Professional (CSP) preferred.
  • Valid Driver's License (subject to motor vehicle record review).

  • Navajo Preference.
  • Navajo Veteran Preference.
