The Program Manager will oversee the successful management of contract costs, timelines, and performance metrics. This role acts as the primary liaison for various stakeholders, including the Contracting Officer (CO), the Contracting Officer's Representative (COR), and senior management from both the government and contractor sides. The position plays a crucial role in several domains, such as cost control, schedule management, contract performance oversight, risk assessment, requirements analysis, and quality assurance initiatives. The Program Manager ensures the effective execution of tasks to optimize contract performance. Strong communication skills are essential for guiding technical teams and reporting on progress, challenges, and technical documentation.

The Program Manager will provide leadership, direction, and quality assurance throughout the execution of the Task Order. Responsibilities include delegating tasks to contractor personnel, supervising ongoing technical initiatives, and managing overall Task Order performance. The Program Manager is accountable for the quality and efficiency of the Task Order, addressing technical challenges and business processes. It is essential that the Program Manager is a direct employee of the prime contractor and possesses the authority to make decisions regarding the contractor's organization in response to government inquiries and concerns, while also proactively identifying potential contractual or programmatic issues.

Qualifications:

  • Education: A Master's degree in a business-related field is required.
  • Experience: A minimum of 15 years in project management, including at least 8 years in a supervisory capacity.
Clearance Requirements:
  • TS/SCI clearance is mandatory.
Key Responsibilities:

Physical Requirements:
Position involves extended periods of sitting at a desk (90%) and working at a computer terminal (90%). Occasional walking may be necessary due to parking and workspace layout.

Work Environment:
Office setting requiring professional interaction with colleagues and management at all levels (100%).

Equipment Utilization:
Ability to operate standard office equipment, including personal computers, telephones, and copiers (100%). Must evaluate current technology to ensure compatibility with specific requirements and integration with other systems.

Attendance:
Regular attendance is crucial. Standard work hours are typically 8 hours per day, 5 days a week, Monday through Friday. Punctuality is vital for maintaining service continuity. Occasional work outside regular hours may be necessary with minimal notice. Overtime is rare but essential when required (1%).

Additional Functions:
Effective verbal and written communication skills are essential. Must be able to engage with individuals at all organizational levels. Ability to obtain unescorted access to work areas is required. Professional grooming and attire are expected to ensure safety and appropriateness for the role.
