About the Role
You will manage construction projects as an owner's representative to ensure contract compliance, manage project personnel, inspections, materials quality control, and quality assurance testing. You will serve as a communication liaison between field staff, contractors, design teams, federal and state agencies, and citizens. Your key responsibilities will include determining inspection staffing needs, providing staff supervision and management, researching and interpreting contract requirements, and ensuring quality of work product. Additionally, you will update and track financial information, including cost projections for projects, and make recommendations related to partial and final contractor payments. You will also prepare and conduct entitlement determinations, independent cost estimates, time impact recommendations, and documentation related to project change orders. Furthermore, you will track project schedules, make recommendations, conduct project meetings, prepare project management correspondence, and review recommendations made by project staff. You will manage the project close-out process, including as-builts, final quantities, and final acceptance. Finally, you will focus attention on the success of key project elements: Safety & Environmental, Quality, Schedule, and Cost.
Requirements
To be successful in this role, you will need at least ten (10) years of experience managing heavy civil infrastructure construction. You must have federal, state, local, or municipal DOT experience, as well as construction management experience in roadway, utilities, and structures. You must be able to read and interpret roadway plans and specifications, understand contractor means and methods, and materials. You must also have knowledge of QA/QC development and execution processes, RFI and Submittal Processes, and experience running project meetings and developing meeting minutes. Furthermore, you must have familiarity with interpreting contract specifications, standards, and computer usage, including Microsoft Office Suite software, data processing equipment, and contract management software. An acceptable driving record is also required. Knowledge and understanding of project controls, including CPM scheduling, cost estimating, claim analysis, Design-Build, and Design-Bid-Build experience, are essential. A P.E. license is mandatory.
Preferred Qualifications
A Certified Construction Manager (CCM) certification and a B.S. or M.S. in Civil Engineering or a related field are highly desirable.
