Reports to: Animal Control Manager

Position Summary: Responds to service requests regarding stray, deceased, or injured animals. Conducts investigations into animal-related complaints, including incidents involving bites or scratches.

Key Responsibilities: The following duties are essential and may include, but are not limited to:

  • Handles calls and complaints concerning stray, injured, or deceased animals.
  • Captures animals in accordance with local regulations.
  • Issues citations for violations of animal-related laws.
  • Investigates cases of animal bites or scratches.
  • Removes deceased animals from public areas.
  • Enforces all applicable Federal, State, and local animal laws.
  • Performs humane euthanasia when necessary.
  • Maintains a professional appearance and demeanor.
  • Prevents the spread of diseases within the shelter.
  • Adheres to safety protocols.
  • Assists in the humane care and upkeep of shelter animals.
  • Keeps accurate daily logs of service calls, including details of the call and its resolution.
  • Ensures cleanliness and maintenance of assigned vehicles.
  • Contributes to departmental operations through regular attendance.
  • Must possess a cell phone for official use in this role.
  • Promotes a positive relationship between the City of Odessa and the public through courteous interactions; maintains confidentiality regarding work-related matters; performs additional duties as assigned.

Minimum Qualifications:

Education, Training, and Experience: A high school diploma or GED is required. Preference for candidates with 3 to 6 months of experience in customer relations. Knowledge, Skills, and Abilities:

  • Ability to read, write, comprehend, and follow both oral and written instructions.
  • Experience in handling and caring for various sizes of animals.
  • Understanding of laws governing Animal Control Shelter operations and animal welfare.
  • Familiarity with current City and County ordinances related to animals.
  • Ability to maintain precise records.
  • Capability to interact tactfully and effectively with colleagues, supervisors, and the public.
  • Thorough knowledge of safety procedures.
  • Physical ability to lift large dogs and perform euthanasia as mandated by regulations.

Licensing and Certification Requirements: A valid Texas State Driver's License is mandatory. Must obtain Euthanasia Certification from the Texas Department of Health within 120 days of hire. Basic Animal Control Certification must be achieved within one year of hire. A 70-pound lift test is required as part of the pre-employment process. Pre-Rabies vaccinations are necessary upon hiring.

Physical and Environmental Conditions: The employee is regularly required to sit, use hands for equipment operation, reach with hands and arms, and communicate verbally. Frequent standing, walking, and sitting are required. Occasional stooping, kneeling, crouching, or crawling may be necessary. The employee must be able to lift and/or move up to 70 pounds. Work may occur on slippery and uneven surfaces, with exposure to loud noises, odors, and dirt. Employees are routinely exposed to dangerous, injured, or aggressive animals; hazardous materials; and various cleaning agents.

Special Requirements: Working hours for the Animal Control office may vary, including on-call responses. Personal telephone service is required for this position.
