Emergency Communication Specialist

Position Summary:
Under close supervision, this role functions as a 911 dispatch operator for public safety, handling both emergency and non-emergency calls from the community. The dispatcher communicates with police radio patrol units and various public safety organizations, addresses public inquiries and complaints, and maintains detailed call logs while performing clerical tasks.
The performance of duties is regularly reviewed to ensure accuracy, timeliness, and adherence to established protocols; most tasks are guided by comprehensive instructions or procedures.
Key Responsibilities:
- Responds to and manages 911 emergency and non-emergency calls.
- Issues directives to police radio patrol units in the area to investigate complaints and relays inquiries from remote units.
- Collects, evaluates, and prioritizes incoming information.
- Documents calls and complaints in the Computer Aided Dispatch (C.A.D.) system.
- Accesses computerized criminal justice information databases as required.
- Coordinates requests for police, fire, ambulance, and other emergency services, relaying instructions to the appropriate radio units.
- Facilitates communication between divisions of the agency and other law enforcement entities as necessary.
- Confirms assignment locations with Police Officers as needed.
- Operates a two-way radio communication system, dual cassette recording system, personal computer, and copier.
- Ensures that all computer and radio equipment is functioning properly.
- Monitors silent alarm systems to detect unauthorized entry into commercial properties.
- Delivers phone messages, addresses requests from colleagues and the public, and provides routine information.
- Assists in maintaining and updating all relevant warrants forms and logs.
- Performs additional job-related tasks as assigned and contributes to team efforts.
Knowledge, Skills, and Abilities:
- Familiarity with the Tohono O'odham culture, customs, and traditions.
- Understanding of applicable federal, state, and tribal laws and regulations.
- Proficiency in the Arizona Criminal Justice Information System, Computer Aided Dispatch, and Records Management Information System.
- Knowledge of the Tohono O'odham Nations Criminal and Traffic Code, Children's/Juvenile Code, and departmental policies.
- Understanding of radio dispatch and communication principles and practices.
- Competence in operating computers and office equipment, including copiers and audio devices.
- Ability to prepare clear, concise, and accurate written reports.
- Commitment to providing exceptional customer service to both external and internal clients.
- Effective communication skills, both verbal and written, with the ability to respond promptly and courteously.
- Capability to operate radio communication equipment.
- Ability to remain composed and manage emergency situations effectively.
- Skill in exercising tact and diplomacy during crises.
- Capacity to handle the psychological demands of the role.
- Aptitude for establishing and maintaining positive working relationships with the public, tribal government, and other law enforcement and public safety agencies.
- Ability to maintain confidentiality of privileged information.
- Capacity to work independently and meet strict deadlines.
- Willingness to work extended hours, including weekends and holidays.
Minimum Qualifications:
- High School Diploma or General Education Diploma, along with one year of experience as a communications operator or dispatcher, or an equivalent combination of training, education, and experience demonstrating the ability to fulfill the responsibilities of this position.
Licenses, Certifications, and Special Requirements:
- Must obtain a Terminal Operator (A) Certification within six months of hire.
- Typing proficiency of at least 30 words per minute is required.
- Demonstrated proficiency in grammar, spelling, and mathematics at a minimum of sixty percent.
- Must acquire certifications in Cardio Pulmonary Resuscitation (CPR), Automated External Defibrillator (AED), and First Aid within the first six months of employment.
- Successful completion of an extensive law enforcement background investigation is mandatory prior to employment.
- May be required to undergo an auditory examination.
- Upon recommendation for hire, a criminal background check is necessary to assess suitability for employment.
- A valid driver's license may be required, with no DUIs or major traffic violations in the past three years.
- If applicable, must meet the Tohono O'odham Nation tribal employer's insurance requirements to obtain a driver's permit for operating program vehicles.
- Based on departmental needs, incumbents may be required to demonstrate fluency in both the Tohono O'odham Language and English as a condition of employment.
