Responsible for overseeing, directing, and supporting the operational activities of the Fleet Operations Division. The position involves developing criteria for vehicle replacement, establishing purchasing specifications, budgeting for vehicle acquisitions, and managing associated contracts and projects.
Management Responsibilities:
Supervises administrative personnel and oversees funding for the replacement of over 900 county-owned vehicles, typically amounting to $2.5-$3 million annually.
Detailed Responsibilities:
Directs and monitors business and office management functions for the Fleet Operations Division; conducts technical and administrative training; performs employee evaluations; reviews and analyzes business operations to ensure efficiency.
Develops and assesses technical specifications, determining vehicle replacement needs and forecasting for the county-wide fleet. Participates in bid evaluations and manages vehicle credit card transactions for fueling and electric charging, as well as driver authorizations for fleet vehicles.
Regularly monitors and analyzes monthly reports related to Fleet business operations using productivity software and related systems. Ensures the readiness of the downtown government district Shared Services Fleet program. Effectively manages work priorities, projects, schedules, resources, and work plans as necessary. Assigns and oversees personnel supporting the division, ensuring effective communication. Coordinates all fleet purchases and vehicle disposal activities, including the auction process. Facilitates training and implementation of the Smith Driving System program across all county departments.Identifies, develops, and implements strategies to enhance service production or effectiveness; oversees fleet parts management and vendor acquisition; participates in meetings to ensure all activities meet customer needs and are conducted professionally.
Reviews, evaluates, and inspects work quality; assesses employee performance, providing feedback and training. Coaches and instructs staff engaged in fleet business and administrative services; identifies training needs for personnel. Performs additional duties as assigned.Qualifications:
Education and experience equivalent to a Bachelor's degree from an accredited institution in Public or Business Administration or a related field.
A minimum of three (3) years of relevant experience in fleet operations.Skills and Abilities:
Proficient in standard software applications.
Ability to communicate effectively, both verbally and in writing, while establishing and maintaining productive working relationships with employees, departments, and the public.
Successful candidates must pass a mandatory drug test prior to employment and will be subject to random drug and/or alcohol testing during employment. A valid Texas Driver's License and a clean driving record are required. Candidates must provide a copy of their 10-year driving history.Maintaining a good driving record and compliance with relevant local regulations is essential.
Work Environment:
Standard office environment associated with the Fleet Operations Center.
