Job Summary

The Internal Revenue Service is seeking a highly skilled Tax Attorney - Special Counsel to serve as a staff official and advisor to the Associate Chief Counsel (Income Tax & Accounting). The successful candidate will be responsible for providing legal and technical expertise on complex tax issues, representing the Associate at top-level conferences, and developing positions and precedents guiding the conduct of the Internal Revenue Service and the Treasury Department.

Key Responsibilities
  • Independently consider and review significant tax issues, providing expert advice to the Associate on complex tax matters.
  • Perform exhaustive research on complicated legal problems, preparing recommendations on the position to be taken by the Associate Chief Counsel's Office.
  • Represent the Associate at top-level Service and Treasury policy conferences, as well as in meetings with Congressional staff or the staff of other Federal agencies or instrumentalities.
  • Review and advise on the impact of proposed legislation, participating in the development and coordination of legislative proposals.
  • Act in an advisory capacity to the Commissioner of Internal Revenue, and other top Service and Treasury officials.
  • Develop positions and precedents guiding the conduct of the Internal Revenue Service and the Treasury Department.
Qualifications
  • Possess at least the first professional law degree (LL.B. or J.D.) from a law school accredited by the American Bar Association.
  • Be an active member in good standing of the bar of a State, U.S. Commonwealth, U.S. territory, the District of Columbia, or the Commonwealth of Puerto Rico.
  • Meet the GS-15 experience requirements, including 1 year of general professional legal experience and 3 years of professional legal tax experience.
Professional Legal Tax Experience

Experience with transaction planning or tax controversy work experience with cases involving realization and recognition of items of income; deductions, losses, credits, or adjustments to gross income; timing and income tax accounting.
