Position Overview:

The Senior Manager of IT Programs is responsible for spearheading Data Architecture (DA) initiatives, encompassing extract-transform-load (ETL) operations and the design of data warehouse solutions, driven by thorough business needs assessment and consistent issue resolution. This role demands the application of sophisticated theories, principles, and concepts, contributing to the establishment of innovative principles and concepts. The individual will lead the formulation of solutions to intricate challenges, exercising considerable discretion in decision-making and actions. Additionally, this position entails overseeing and nurturing first-level Supervisors and Managers.

Essential Qualifications:

  • Over 12 years of experience in managing software system development within the Intelligence Community, Federal Government, or commercial sectors.
  • More than 12 years of expertise in providing technical solutions for complex, highly integrated systems.
  • Proven experience in direct program support for the Defense and Intelligence sectors.
  • Demonstrated ability to manage projects utilizing various Software Development Life Cycle (SDLC) models, including CMMI, SAFe, Agile methodologies, cloud-based solutions, and architectural development.
  • Experience in managing contracts involving multiple subcontractors.
  • Proficient in leading project teams comprising 20 or more employees while serving as the client relationship manager.
  • In-depth knowledge of enterprise-wide systems, system-to-system integrations, and system development processes.
  • Possession of TS/SCI clearance with a polygraph.
  • A Bachelor's degree is required.

Preferred Qualifications:

  • Experience across all phases of the proposal lifecycle.
  • Background as a capture and proposal manager.
  • Familiarity with cybersecurity measures for classified systems.
  • Knowledge in the design, development, testing, implementation, and governance of software application programming interfaces (APIs) for geospatial systems.
  • Exceptional interpersonal and presentation skills for effective interaction with team members and senior government clients.
  • A Master's degree is preferred.
  • Certifications such as Project Management Professional (PMP), Agile Certified Professional (ACP), Certified ICAgile Professional, AWS Associate, AWS Professional, or Scaled Agile Framework (SAFe) Certification are advantageous.

Clearance Requirements:

Selected applicants will undergo a security investigation and may need to fulfill eligibility criteria for access to classified information; TS/SCI clearance with polygraph is mandatory.
