Job Overview

As a key strategic ally and reporting to the Vice President for Operations, the Chief People and Culture Officer will spearhead the development, execution, and sustainability of the organization's human resources and cultural initiatives in alignment with Meridian Behavioral Health's mission, vision, values, and strategic objectives. This position entails direct oversight and leadership of the Human Resources Team. The Chief People and Culture Officer will coordinate efforts in the realms of equity, diversity, and inclusion, employee wellness; ongoing workforce enhancement, staff training and professional growth, as well as HR policy formulation and adherence.

Key Responsibilities

The following responsibilities are typical for this role. They are not to be interpreted as exhaustive or exclusive. Additional duties may be assigned as necessary.
  • Human Resources Compliance and Administration:
    • Ensure the organization’s adherence to federal and state regulations regarding all personnel matters (ADA, FMLA, Wage and Hour, benefits, etc.).
    • Oversee the implementation and monitoring of an employee filing system that aligns with current employment practices.
    • Communicate the organization’s annual objectives to relevant staff.
    • Establish a routine for conducting job analyses and updating job descriptions as required.
    • Act as a resource for team leaders in addressing employee concerns and assist in counseling, evaluations, training, problem-solving, and disciplinary actions.
    • Manage and resolve employee relations, performance, or grievance matters in a compliant and professional manner; conduct thorough investigations and support disciplinary actions as necessary.
    • Serve as a vital link between management and employees.
    • Assist managers in interpreting and administering an Employee Relations strategy.
    • Conduct formal investigations and support management in handling employment-related actions.
  • Performance Management:
    • Oversee the annual performance management processes and feedback systems.
    • Draft and ensure compliance with standards, policies, and procedures for performance reviews.
    • Collaborate with leaders to provide insights on employee career development, succession planning, retention strategies, and performance management.
    • Identify training needs and coordinate employee development initiatives.
    • Assist in analyzing and adjusting compensation policies to ensure competitive and equitable programs.
    • Oversee HRIS management, including the collection and analysis of HR metrics.
    • Work with executive leadership to establish a comprehensive benefits and compensation program.
    • Maintain knowledge of and ensure compliance with employment-related laws and regulations.
    • Serve as a subject matter expert in information management and governance.
  • Health and Welfare Benefits:
    • Evaluate benefits options and cost alternatives for employee benefits; recommend and implement approved modifications.
    • Administer benefits programs, including health, retirement, life, and disability benefits.
    • Conduct reconciliations and authorizations for monthly benefits statements.
    • Manage communications related to benefits administration and coordinate annual benefits Open Enrollment.
    • Monitor Workers' Compensation claims and coordinate with insurance carriers.
    • Ensure compliance with reporting requirements.
    • Manage relationships with benefits brokers and consultants.
  • Company Culture:
    • Assess organizational culture and provide recommendations for enhancements.
    • Collaborate with leadership to develop policies that foster employee engagement and improve organizational culture.
    • Lead initiatives to ensure the company culture is embraced and supported across the organization.
    • Oversee the orientation program for new employees, ensuring a thorough understanding of the organization’s culture and expectations.
    • Facilitate activities and events that promote a positive workplace environment.
    • Represent the organization externally to support its objectives related to reputation and culture.
Qualifications:
  • Bachelor's degree in Business, Human Resources Management, or a related field; a master's degree is preferred.
  • A minimum of five years of experience in Human Resources management.
  • Hands-on experience with the full scope of Human Resources activities.
  • Extensive experience in health and welfare benefit plan administration.
  • Proficiency with HRIS systems.
  • Experience in a healthcare environment, particularly in behavioral health.
  • Strong knowledge of Human Resources policies and employment law.
  • Exceptional interpersonal and communication skills.
  • Ability to thrive in a high-pressure, diverse environment.
Required Skills:
  • Strong verbal communication skills.
  • Proficient in MS Office Suite.
  • Excellent critical thinking and problem-solving abilities.
  • Detail-oriented with the ability to interpret regulatory standards.
