Job Summary

We are seeking a highly skilled Eligibility Specialist to join our team at Merit System Services. As an Eligibility Specialist, you will play a critical role in determining the eligibility of applicants and recipients for public assistance programs. Key Responsibilities
  • Conduct interactive interviews to elicit eligibility information and determine initial or continuing eligibility for multiple aid programs
  • Analyze financial and eligibility information to ensure accuracy and completeness of application and declaration forms
  • Explain regulations, rules, and policies to clients and apprise them of their rights and responsibilities
  • Enter and retrieve numerical and narrative data and issue benefits from an automated computer system
  • Determine the level of benefits to which the client is entitled by making complex computations and/or computer entries
  • Review and interpret information provided on various forms to assist with eligibility determination
  • Evaluate clients for and answer questions on Advanced Payment Tax Credits (APTC) related to health care reform
  • Communicate clearly and concisely with clients and staff, both orally and in writing
  • Work effectively in a fast-paced, professional office environment and prioritize a wide range of duties with varying time requirements
Requirements
  • One year of full-time experience in an Eligibility Specialist Trainee classification in an Interagency Merit System (IMS) county
  • Or one (1) year of full-time experience determining eligibility for health programs, loans, financial assistance, unemployment, or other benefits and two (2) years of clerical work involving public contact
  • Or two (2) years of full-time experience determining eligibility for health programs, loans, financial assistance, unemployment, or other benefits
  • Or four (4) years of full-time clerical work involving public contact, interviewing, math computations, completion of forms, or eliciting information from the public
  • Or graduation from an accredited four-year college or university
Working Conditions

This position may require pre-employment drug testing, a physical examination, and fingerprinting for a background investigation. Employees may be required to work with clients of various age groups and clients with mental health issues, physical health issues, substance abuse issues, victims of abuse and/or domestic violence, at risk of abuse, and financial instability. Employees may encounter hostile and emotionally troubled clients, including children and parents under the influence of controlled substances and alcohol.
