Qualifications and Requirements:
Education: A Bachelor's Degree in Human Services or a related discipline is required.
Experience: A minimum of one year of experience in providing vocational rehabilitation services to individuals with disabilities is essential. Experience with individuals having intellectual/developmental disabilities, traumatic brain injuries, or mental health challenges is preferred.
Computer Skills: Basic proficiency in computer applications, including Word, Access, and Excel.
Clearances: Must successfully complete necessary background checks, including child abuse history, criminal history, and FBI fingerprint checks.
Exclusion Report: Continuous monthly screening will be conducted to ensure compliance with federal healthcare program participation.
Other: A valid driver's license with a clean driving record and reliable transportation is required for job-related duties.
Telework Eligibility: This position allows for up to one day of telework per week, contingent upon participant schedules, performance, and agency needs, as determined by the supervisor.
Supervision:
The Employment Specialist operates under the direct oversight of the program manager, with the ability to act independently within defined responsibilities according to agency policies.
Supervision of Participants:
The Employment Specialist does not supervise other employees but is responsible for guiding Goodwill's program participants assigned to them, training them to meet the standards of competitive employment, and directing them in job duties and professional conduct. They may also provide guidance to job coaches supporting participants at their work sites.
Skills, Abilities, and Duties:
- Comprehensive knowledge of current best practices in vocational rehabilitation services and alignment with Goodwill's philosophy regarding individuals served.
- Sound professional judgment to develop realistic program plans and counsel participants on work-related matters.
- Effective communication skills, both verbal and written, in English.
- Ability to build rapport with co-workers, agency participants, supervisors, and community contacts.
- Capability to engage with the community and establish connections with business professionals.
- Thorough understanding and commitment to customer service principles.
- Ability to obtain the Certified Employment Support Professional Credential within one year of employment.
- Possession of a valid Pennsylvania driver's license with a clean driving record and access to reliable transportation for job-related tasks.
- Flexibility to work a varied schedule, including evenings and weekends.
- Dependability in attendance and punctuality.
- Proficiency in Microsoft Office applications and strong organizational skills.
- Participation in all required training sessions.
- Immediate reporting to a supervisor if excluded from any federal healthcare program and adherence to compliance program elements.
- Establishing a service plan with each participant to assist them in achieving their employment objectives, to be completed within 60 days of orientation.
- Coordinating services with other staff, funding sources, and significant individuals in the participant's life.
- Developing and implementing activities aligned with the participant's needs and service plan.
- Conducting orientation and intake activities.
- Providing outreach services to participants who miss appointments, utilizing various methods to identify barriers to their employment plans.
- Delivering a minimum number of hours per week of face-to-face job development, search, placement, and retention activities as established by the supervisor.
- Conducting the required number of face-to-face contacts with active participants as per their individual plans.
- Facilitating the placement of a designated number of participants in integrated, unsubsidized competitive employment settings.
- Ensuring timely employer contacts for job seekers based on participant job choices and strengths.
- Instructing participants on acceptable workplace behaviors and providing training in work experience positions.
- Documenting all services and activities for appropriate staff, agency, and funding sources, ensuring compliance with regulations.
- Maintaining participant files in accordance with compliance standards.
- Transporting participants as needed in a company vehicle.
- Applying core values and principles of supported employment in service delivery.
- Assisting participants in job matching and conducting situational work assessments.
- Supporting participants in work experience and employment roles, providing necessary job coaching and follow-up.
- Keeping updated information on job types and locations available in the community.
- Engaging with employers to facilitate job development activities.
- Maintaining contact with newly employed participants and their employers to ensure successful job integration.
- Documenting all employment contacts and presenting available incentives to potential employers.
- Assisting employers in identifying reasonable accommodations for their workplaces.
- Providing hands-on training and supervision for participants at their work sites, including task analysis and systematic instructions.
- Promoting the use of universal design principles.
- Participating in scheduled supervision meetings.
- Carrying out additional duties as assigned for the benefit of participants or the agency.
