Position Summary
This role is primarily onsite but may allow for telecommuting up to two (2) days weekly following a successful probationary period.
The incumbent will provide legal research, analysis, and advisory services to the leadership and staff of the Bureau of Criminal Apprehension (BCA). This position serves as a liaison to the Department of Public Safety (DPS) General Counsel and legal representatives from the Minnesota Attorney General's Office, as well as other legal entities. The focus may shift to specific divisions within the BCA, delivering tailored legal guidance and support to address their unique requirements.
Key responsibilities include:
- Conducting legal research and drafting opinions for agency personnel.
- Reviewing and assisting in the preparation of BCA contracts, agreements, and internal policies.
- Providing support in legislative matters.
- Managing litigation processes.
- Offering legal analysis related to the Minnesota Government Data Practices Act.
- Creating and facilitating training sessions for BCA staff and external stakeholders.
This position is part of a dedicated team of attorneys shaping the legal framework for the BCA, contributing to significant initiatives that affect public safety and community welfare.
Qualifications
Minimum Requirements
- Juris Doctorate from an ABA accredited institution.
- Licensed to practice law in Minnesota with current compliance in continuing legal education.
- A minimum of three (3) years of legal practice, including experience in legal research, writing, and complex issue analysis.
- Experience providing legal counsel to senior management or executives.
- Comprehensive understanding of the Minnesota criminal justice system.
- Ability to collaborate effectively with individuals from diverse backgrounds and underserved communities.
Preferred Qualifications
- Familiarity with the Minnesota Government Data Practices Act, including data classification and protection of non-public data.
- Experience in drafting contracts and related agreements.
- Knowledge of the implications of changes in state or federal laws affecting the agency.
- Experience collaborating with the Minnesota Attorney General's Office or other state agencies.
- Ability to produce legal documents that are accessible to non-legal audiences.
- Strong verbal and written communication skills.
Physical Requirements
This role may involve occasional lifting and transporting of materials, requiring the ability to maintain a stationary position for extended periods.
