General Overview:

The Urban Traffic Engineer is responsible for the strategic planning and design of traffic management enhancements, as well as the installation and upkeep of traffic control systems. This role also leads initiatives for bicycle and pedestrian infrastructure improvements.

Reporting to the City Engineer, this position primarily functions as a team leader within a specialized area, requiring advanced expertise and a strategic approach.

The anticipated salary range for this role is between $89, $109,657.60 Annually.

Key Responsibilities:
  • Direct and oversee traffic engineering assessments, including data collection and analysis.
  • Contribute to the development of the city's master plan, proposing road enhancement projects and improvements for non-motorized transport.
  • Manage the planning and evaluation of street and highway enhancement initiatives, serving as the liaison with state and federal agencies.
  • Present findings on transportation projects to the City Council and Planning Commission.
  • Supervise the design of traffic signal systems and engineering improvements.
  • Oversee the installation, maintenance, and repair of traffic signals and control devices, conducting necessary inspections and public consultations.
  • Participate in various committees focused on transportation and safety needs.
  • Prepare and monitor the division's budget and expenditures.
  • Address public inquiries and complaints, directing staff as needed.
  • Supervise subordinate personnel, including all related human resources functions.
  • Perform additional duties as assigned.

Qualifications:

Minimum Requirements:
A combination of education and experience equivalent to graduation from an accredited institution with a major in civil engineering, transportation planning, or a related field is required. A minimum of three (3) years of professional traffic engineering experience, demonstrating knowledge of laws, regulations, and policies related to roadway safety, is essential.

Preferred Qualifications:
Possession of a bachelor's degree, master's degree, and/or Professional Engineer (PE) certification is preferred. A valid driver's license issued by the Commonwealth of Virginia is also required.


Skills:

The candidate must possess the ability to plan and manage a comprehensive traffic engineering program and interpret local, state, and federal regulations. Strong communication skills and the ability to foster effective working relationships with public officials, the community, and a diverse technical team are essential.


Work Environment:

This position involves a standard work environment with regular outdoor field visits to assess traffic-related issues. Attendance at occasional evening meetings may be required.
