Role Summary:

We are in search of a skilled and enthusiastic Fisheries Research Economist to assist NOAA Fisheries, particularly the Northeast Fisheries Science Center and the Social Sciences Branch. This position entails conducting and facilitating research across six primary areas: Community Resilience, Recreational Economics, Seafood Networks, Performance Metrics, Ecosystem-Based Fishery Management, and Protected Species. The economist will be tasked with creating analytical tools, performing intricate data analyses, and disseminating research findings to inform regulatory and management strategies.


Key Responsibilities:
  • Community Resilience:
    • Engage in research focused on community resilience, including the gathering and examination of both quantitative and qualitative data.
    • Develop and evaluate Community Social Vulnerability Indicators (CSVIs) to gauge the resilience and vulnerability of fishing communities.
  • Recreational Economics:
    • Work alongside NMFS to design and execute data collection surveys for recreational fishing, emphasizing angler spending and economic contributions.
    • Analyze changes over time in state-level estimates of angler expenditures.
  • Seafood Networks:
    • Investigate the relationships between seafood networks, distribution channels, and U.S. health and nutrition policies.
    • Conduct research on seafood pricing factors, consumer preferences, and the influence of international markets on U.S. seafood.
  • Performance Metrics:
    • Establish and monitor performance indicators that focus on the welfare of individuals engaged in commercial and recreational fishing.
    • Collaborate with NEFSC ecosystems program staff to develop unified data sets and performance metrics.
  • Ecosystem-Based Fishery Management (EBFM):
    • Contribute to Integrated Ecosystem Assessments (IEAs) by formulating and validating indicators for system performance evaluation.
    • Create coupled system models and ecosystem service valuations to aid fishery management decisions.
  • Protected Species:
    • Perform cost-benefit and cost-effectiveness analyses to evaluate the economic implications of regulatory measures on protected species.
    • Assess policy instruments and management strategies to facilitate the recovery of protected species.

Deliverables:
  • Reports & Documentation:
    • Generate comprehensive reports that summarize data collection, model development, and best practices.
    • Create specialized data analysis programs and final data sets, ensuring adherence to Public Access to Research Results (PARR) standards.
  • Statistical Models & Analysis:
    • Develop statistical models related to vessel profitability or costs, providing thorough documentation and programming code.
    • Standardize and automate recurring analyses to enhance data production efficiency.
  • Monthly Progress Reports:
    • Consistently update the project team on achievements, challenges, and recommendations, ensuring alignment with project objectives.

Qualifications:
  • Education & Experience:
    • Advanced degree in a social science field such as anthropology, sociology, economics, or political science.
    • In-depth knowledge and experience in social and economic theories, including mathematical programming and econometrics.
    • Proven experience in data analysis and management of scientific information.
  • Technical Skills:
    • Expertise in statistical software such as R, SAS, Stata, SPSS, GAMS, MATLAB, and MaxQDA.
    • Experience in developing analytical tools and performing complex data analyses for fisheries management.
  • Project Management:
    • Demonstrated ability to work collaboratively with diverse teams to achieve program objectives.
    • Strong organizational skills with the capability to manage multiple priorities effectively.
  • Communication & Adaptability:
    • Exceptional verbal and written communication skills, with experience in presenting to both technical and non-technical audiences.
    • Ability to adapt to rapidly changing priorities while maintaining attention to detail in complex research projects.
