Overview

The Green Infrastructure Primer developed by the DNREC Division of Climate, Coastal, & Energy serves as a foundational resource for understanding green infrastructure initiatives and their advantages, alongside guidance on selection, construction, and maintenance.

Position Summary

This role will support the program leader in managing initiatives, conducting research, analyzing policies, and facilitating education and outreach for the Green Energy Fund. Responsibilities include aiding programs that advocate for renewable energy and aim to diminish greenhouse gas emissions, thereby addressing climate change challenges. Key tasks involve researching and analyzing state and regional policies related to renewable energy, developing research and development programs, managing grant processes, and assisting in the rollout of an automated online grant application system.

Key Responsibilities

  • Evaluate and interpret data, challenges, and issues, assessing their implications on programs and plans.
  • Identify and assess alternative resource allocations, viable strategies, and the associated costs and benefits using current and projected data.
  • Formulate recommendations for public and private decision-making in formal plans and policies, including policy frameworks, budget considerations, and regulatory measures to drive change and achieve objectives.
  • Develop and implement plans and policies to address the social, economic, and physical needs of communities.
  • Promote and advocate for strategies that facilitate the execution of plans, policies, and programs.
  • Foster consensus among community stakeholders, clients, advocates, and other impacted groups through negotiation, mediation, and facilitation.
  • Engage and inform special interest groups, clients, and public officials through various forums such as seminars, workshops, conferences, newsletters, assessments, and analytical reports.
  • Coordinate planning efforts and policies across various governmental levels, integrating with external entities.
  • Provide technical support, training, and education to enhance understanding and management of change.
  • Design and oversee the planning process.
  • Systematically assess the effects of plan implementation and integrate findings into the ongoing planning framework.

Qualifications

Requirements for Planner II
Candidates must demonstrate education, training, and/or experience in the following areas:

  • A minimum of one year of experience in a planning role or a related function.
  • Proven experience in designing, gathering data, analyzing, and presenting outcomes of a complex planning initiative.
  • Experience in managing projects of lesser complexity.
