Job Summary:

We are seeking a highly skilled Financial Analyst to join our team. The successful candidate will be responsible for analyzing financial data, preparing reports, and providing recommendations to management. Key Responsibilities:
  • Coordinate the preparation of the bi-annual preliminary and final budgets, including gathering information, setting timelines, and developing procedures.
  • Develop procedures and methods to be followed by departments in presenting their budget requests.
  • Attend budget hearings and related meetings.
  • Prepare the City's labor budget by coordinating departmental information, reviewing, reconciling, and analyzing rates in preparation for inclusion in the budget.
  • Review and implement the results of collective bargaining agreements to ensure all city contractual obligations are fairly applied and executed by the appropriate accounting/payroll system.
  • Compile, analyze, and interpret confidential and sensitive financial data used in the formulation of budget planning.
  • Coordinate the entry of the annual budget into the City's financial system.
  • Prepare a variety of statistical reports and other written materials regarding costs, labor extrapolations, cash revenues, expenditure projections, and budget variances.
  • Monitor, evaluate, and analyze budget to actual revenue and expense throughout the year, alerting departments and management to potential problem areas.
  • Assist the Finance Director in forecasting the City's major revenue sources and expenditures based on current and forecasted economic trends and historical trends.
  • Provide written analysis and graphs explaining major components and changes.
  • Assess fiscal impacts of alternative budget policy and administrative actions and advise staff and elected officials on those findings.
  • Assess fiscal impact of development projects within the City's service and revenue areas.
  • Develop training curriculum, write training manuals, and provide training to the users of the City's budget system.
  • Plan and provide training and instruction for preparation of departmental budgets.
  • Conduct workshops and individual conferences to provide information and recommend necessary changes to City staff and City Council.
  • Assist in capital project planning.
  • Analyze feasibility of accomplishing needs; prepare and present financial analyses.
  • Recommend funding sources and long- and short-term planning goals.
Requirements:
  • Bachelor's degree in accounting or a closely related field, and four years of increasingly responsible professional accounting and/or budgeting experience.
  • Public sector budgeting experience with an automated financial management system preferred.
  • Ability to analyze, evaluate, and summarize complex and technical financial and management records for accuracy and conformance to procedures, rules, and regulations.
  • Ability to draft clear and concise reports and correspondence regarding findings.
  • Ability to analyze program details in order to identify and apply significant data in preparing financial recommendations and reports, including graphics, and to make appropriate recommendations.
  • Ability to apply effective written and oral communication skills to explain, clarify, analyze, and resolve sensitive and/or complex accounting support issues.
  • Ability to utilize computers, databases, and related software and automated equipment to produce worksheets and reports.
  • Ability to monitor and oversee daily operations and work flow of assigned accounting functions.
  • Ability to provide effective training and guidance to less experienced employees.
  • Ability to operate a personal computer with associated software and peripherals.
  • Ability to maintain confidentiality of information.
  • Ability to organize and manage multiple priorities to achieve maximum efficiency and to meet deadlines.
  • Ability to work independently, make decisions, and follow through on situations requiring evaluation and judgment.
  • Ability to exercise sound and ethical judgment in the decision-making process.
  • Ability to work well under pressure.
  • Ability to establish and maintain positive, effective working relationships with those contacted in the performance of work.
  • Ability to maintain regular, reliable, and punctual attendance.
