POSITION SUMMARY
Under general supervision, this role involves executing a range of professional tasks to support the City’s planning initiatives, both current and future. Responsibilities include preparing comprehensive reports and analyses for various projects within the Community Development Department, conducting in-depth research on planning and zoning issues, and providing essential information to the public regarding planning and zoning regulations.
KEY RESPONSIBILITIES
- Engage in a variety of professional activities to support the City’s planning functions.
- Address inquiries from the public and governmental organizations through various communication channels.
- Offer guidance and assistance to developers, property owners, and the general public on relevant laws, regulations, and procedures.
- Prepare detailed staff analyses for projects presented to the Planning Commission and City Council.
- Conduct planning and land use surveys, as well as research initiatives.
- Interact with the community regarding planning regulations, including development subdivisions and ordinances.
- Prepare initial environmental assessments and monitor grant applications.
- Coordinate the Community Development Block Grant (CDBG) program and serve as a liaison to various agencies.
- Undertake special projects as assigned and perform related duties as necessary.
REQUIRED QUALIFICATIONS
Knowledge, Skills & Abilities:
- Familiarity with community planning operations and services.
- Understanding of urban planning principles and practices.
- Knowledge of State and Federal laws related to planning, zoning, and environmental issues.
- Proficiency in statistical and research methodologies for data collection and analysis.
- Competence in modern office procedures and software applications.
- Ability to effectively interpret technical information and prepare comprehensive reports.
- Strong customer service skills and the ability to communicate clearly in both written and verbal forms.
Education and Experience:
A combination of education and experience that equips the individual with the necessary knowledge and skills is required. Typically, this includes a degree in planning, public administration, or a related field, along with two years of relevant professional experience. A Master’s degree in Planning or Public Administration is considered advantageous.
Licenses/Certificates:
A valid Class C California Driver's License with a clean driving record is mandatory and must be maintained throughout employment.
WORK ENVIRONMENT
The work environment is primarily an office setting, with occasional travel to various sites. The role may require working outdoors in varying weather conditions.
PHYSICAL REQUIREMENTS
This position necessitates sufficient physical ability to perform office tasks, including prolonged sitting or standing, occasional lifting of light to moderate weights, and the ability to operate office equipment requiring repetitive hand movements.
SENSORY REQUIREMENTS
The role requires normal vision and hearing capabilities, with or without correction.
