Job Summary:

The Chief Building Code Enforcement Officer is a critical role within the West Hazleton Borough, responsible for ensuring the health, safety, and welfare of all occupants, residents, and properties within the jurisdiction. This position operates under general and specific directives, issuing duties to the Deputy Building Code Enforcement Officer, and frequently carries out assigned work duties with a degree of independence.

Key Responsibilities:

  • Carries out assigned lawful directives from the Borough Manager.
  • Cooperates with other borough agencies and departments, as well as federal, state, local, and private departments, agencies, and utility companies.
  • Investigates complaints and violations, both reported and observed.
  • Frequently patrols public rights-of-way throughout the jurisdiction to proactively detect violations of adopted codes and ordinances.
  • Performs rental and residential property compliance inspections.
  • Enforces the adopted West Hazleton Rental Registration, Inspection, and Licensing ordinance and program.
  • Initiates procedures to abate violations involving local ordinances, including property maintenance codes and building codes, property maintenance violations, blight and nuisance properties, abandoned and nuisance vehicles, licensing, animal control ordinance violations, other forms of public nuisance, and other issues relating to the health, safety, and general welfare of the community.
  • As the Building Code Official, enforces the Pennsylvania Uniform Construction Code for all properties within the jurisdiction.
  • Demonstrates a thorough understanding of relevant laws, regulations, policies, procedures, codes, and other material necessary to the performance of this job title.

Qualifications:

  • High school diploma.
  • Requires one of the following:
    • At least two (2) years' experience in the field of construction, engineering, architecture, planning, zoning, code enforcement, or experience as a building official.
    • An associate's degree in a field related to the duties of this employment role (criminal justice, pre-law, engineering, etc).

Working Conditions:

The Chief Building Code Enforcement Officer will work a combination of office and field work, with field work involving all seasons, weather conditions, and temperatures, including rain, snow, hot and cold weather. The nature of this position involves frequent contact with irate members of the public, and a risk of danger can exist from irate and/or aggressive violators, unsafe structures, and hazards associated with job sites.
