About the Department:
The Office of the University Building Official oversees the implementation and enforcement of the Virginia Uniform Statewide Building Code (USBC) and establishes accessibility standards for buildings and structures on University property. Acting as the Authority Having Jurisdiction (AHJ), the Office is responsible for code enforcement, plan reviews, modifications, inspections, and issuing Certificates of Occupancy. It may delegate certain inspection and enforcement responsibilities to the State Fire Marshal's Office (SFMO) and other relevant state agencies.
About the Position:
This role requires a Licensed Professional Structural Engineer who will conduct interdisciplinary evaluations of plans and documents for complex structures at a nationally recognized research institution. The engineer will perform intricate engineering and constructability analyses in accordance with the Virginia Uniform Statewide Building Code and its referenced standards, including ASCE 7 and other structural design guidelines. The position entails ensuring compliance with applicable regulations prior to permit issuance, conducting inspections throughout the construction phases, and assessing alternative designs for equivalency. The nature of the work demands a high level of engineering expertise and attention to detail, particularly concerning life safety. Additional responsibilities may include assisting the University Building Official with related tasks.
Responsibilities:
- Evaluate plans for new construction, renovations, and repairs of various structures, providing comprehensive code compliance analysis and written feedback to Project Managers.
- Conduct interdisciplinary inspections to verify adherence to building codes, ensuring that construction aligns with approved documents and drawings.
- Review special inspection reports and alternative construction submissions for acceptance.
- Facilitate training for new staff and University personnel on code-related matters.
- Collaborate with staff and agencies to ensure efficient and timely reviews and inspections.
- Oversee the building permit process, ensuring all permits are issued correctly and inspections are conducted appropriately.
- Update the university Design Information Manual and develop technical requirements for structural design.
- Participate in committees focused on developing design and construction standards.
- Assist in training staff on inspection standards and methods to ensure high-quality inspection services.
- Engage in substantial and final completion inspections, providing recommendations for resolving deficiencies.
- Coordinate inspection programs using relevant software and scheduling tools.
Required Qualifications:
- ABET accredited Bachelor of Engineering Degree or equivalent experience.
- Extensive experience in structural system evaluations and construction processes.
- Knowledge of inspection program development and administration.
- Familiarity with commercial and industrial construction methods.
- Understanding of life safety codes and building inspection regulations.
- Proficiency in computer applications, including Microsoft Office Suite and Bluebeam Revu.
- Strong interpersonal skills for effective communication with diverse stakeholders.
- Ability to analyze complex problems and interpret technical instructions.
- Capacity to manage multiple projects and prioritize effectively.
- Valid driver's license and ability to navigate construction sites safely.
Licenses/Certifications:
- Virginia-Licensed Professional Engineer (PE) required; out-of-state license holders must obtain Virginia licensure within one year.
- Certification as a commercial and residential building inspector and building plans examiner required or must be obtained within one year of employment.
Preferred Qualifications:
- Bachelor or Master of Engineering Degree with a focus on building systems or structural engineering.
- Experience with CAD and GIS technologies.
