Position Overview

The primary role of the Right-of-Way Agent is to support the Right of Way (ROW) Department in identifying the necessity for and securing valid right of way documentation for the construction, reconstruction, relocation, or enhancement of electrical, pipeline, and communication facilities. This position necessitates effective communication and negotiation skills with property owners concerning new installations, job modifications, and design alterations that may impact their properties. The clientele encompasses homeowners, legal representatives, industries, universities, and utility companies.

Key Responsibilities

  • Travel within the Mid-Atlantic region, including New Jersey, Pennsylvania, Maryland, and Delaware, to engage with landowners.
  • Ensure compliance with engineering and construction timelines by securing necessary right of way documentation promptly.
  • Identify properties required for projects and negotiate agreements for both permanent installations and temporary laydown areas associated with significant utility distribution initiatives.
  • Investigate property ownership through courthouse records, tax maps, field inspections, and other available resources.
  • Research and gather landowner information effectively.
  • Act as a liaison between property owners and utility clients during outreach and negotiation processes.
  • Maintain timely communication with various managers, engineers, tree crews, developers, contractors, customers, and others regarding the status of all assigned projects.
  • Review all right of way agreements prior to client approval and court filing, with primary responsibility for E-filing ROW and Easement agreements.
  • Ensure job status is updated in all work management systems.
  • Prepare clear and comprehensive documentation of the right of way process, including agreements, revisions, correspondence, special instructions, contact logs, memoranda, reports, and formal right of way releases; manage notarization and recording of required agreements.
  • Facilitate acquisition and/or prepare and secure permits from governmental agencies and railroads.
  • Provide right of way support to other departments as necessary.
  • Engage in department initiatives and process enhancements.

Qualifications

  • Exceptional public relations and communication skills, with the ability to collaborate effectively with individuals from diverse backgrounds.
  • Strong organizational and documentation capabilities.
  • Proficiency in Microsoft Office applications, including SharePoint, Word, and Excel.
  • Familiarity with work management tools and related technologies such as GIS and Google Earth.
  • Ability to work collaboratively with both internal and external teams, demonstrating flexibility and adaptability to changing conditions and priorities.
  • Willingness to travel up to 30% of the time during peak periods.
  • Possession of a valid Driver's License with a satisfactory driving record.

Preferred Qualifications

  • Professional Designation: New Jersey Notary Public appointment or the ability to obtain one.
  • Capability to read and interpret engineering drawings and legal documents related to real estate and right of way transactions is advantageous.
