Department Overview

The Electric Asset & Regulatory department is tasked with overseeing the quality of the electric system, engineering, planning, asset quality strategy, and risk management across various asset families including transmission, distribution, and substations. This centralized approach to risk management enables PG&E to effectively manage electric risks, asset health, interconnections, and performance by employing consistent standards, methodologies, prioritization, and program sponsorship, while leveraging insights from inspections and asset data to guide asset management decisions.

Position Summary

The role of the Expert Business System Specialist is crucial in ensuring that departmental initiatives and programs achieve their objectives within set timelines and budgets by enhancing employee engagement and utilization. Key responsibilities include public safety and compliance under the Quality Management Training & Project (QMTP), focusing on Risk Management, Governance, Quality Planning, Quality Management System (QMS), Continuous Improvement, Change Management, Problem Solving, Auditing, and Training & Development. This position will lead and collaborate on the human aspects of change, overseeing the Change Management Program for the organization, which encompasses project management offices, standards, procedures, and preparing personnel to adapt to changes in data, processes, and technologies.

This position operates in a hybrid model, requiring work from a remote office and onsite as needed.

Compensation

PG&E provides a salary range that reflects the company's good faith belief regarding compensation for this position at the time of posting. The actual salary will depend on various factors including skills, education, certifications, experience, market value, geographic location, and internal equity. The estimated salary range is as follows:

Bay Area Minimum: $118,000

Bay Area Midpoint: $153,000

Bay Area Maximum: $188,000

Job Responsibilities

  • Develop and maintain comprehensive change management policies and procedural documentation, including frameworks, playbooks, and templates.
  • Formulate a Change Management strategy/policy/plan for the entire value stream and stakeholders to ensure smooth adaptation and risk mitigation for planned changes initiated by the department or external entities.
  • Oversee all facets of change management, including facilitating change meetings, conducting assessments, and planning for risk mitigation.
  • Manage change management operations, including reporting on projects, maintaining a repository of lessons learned, facilitating review sessions, and generating communications.
  • Act as a liaison among various stakeholders in collaboration with the Business Process Lead, Product Owner, and/or Project Manager.
  • Report on change management KPIs and metrics as required.
  • Support and engage in tasks related to QMTP business processes as necessary.
  • Contribute to teams defining, reviewing, and approving requirements for business solutions.
  • Analyze and document business requirements for complex projects.
  • Evaluate end-to-end complex business processes and coordinate with Lines of Business (LOB) in compliance with ISO standards.
  • Anticipate concerns and provide timely, professional communication or delegate as appropriate.
  • Assist in developing business cases.
  • Identify and propose solutions to complex quality issues.
  • Guide the deployment of Advanced Parts Quality Planning (APQP) for quality planning and project management.
  • Utilize various quality tools and SPC methods to analyze complex issues and implement effective solutions.
  • Perform other duties as assigned.

Qualifications

Minimum Requirements:

  • Bachelor's degree in engineering, science, or a related field, or equivalent experience.
  • Experience in change management, including leading and delivering change initiatives.
  • Project management experience, including risk management and mitigation planning.
  • A minimum of 7 years of job-related experience.

Desired Qualifications:

  • Graduate degree or equivalent experience.
  • Certification in PMP and/or Change Management.
  • Experience with quality management systems in the utility industry.
  • Certification as a Lead Auditor/Internal Auditor for ISO 9001/ISO 55001.
  • Experience with enterprise-level Lean deployment.
  • Background in Operational Quality Management, Engineering, and Data Science.
  • Experience in Lean deployment and Quality Management System implementation.
  • Experience in fast-paced operational environments or business process improvement.
  • Certification in Change Management.
  • Ability to gain buy-in and facilitate change management implementation among stakeholders.
  • Experience in Advanced Product Quality Planning (APQP).
