Join M.C. Dean, Inc., the nation's premier electrical design-build and systems integration firm, as we seek a highly skilled Director of Procurement to lead our procurement and logistics efforts.

Job Summary:

The Director of Procurement will be responsible for establishing a system to procure subcontracts and services, ensuring CPSR compliance for all federal purchases, and managing all warehousing and logistics for classified and unclassified contacts. This role will also involve managing corporate purchases within shared service center budget limits, developing and evolving long-term agreements, and managing and optimizing master agreements, discounts, rebates, service levels, and warranty.

Key Responsibilities:
  1. Establish a system to procure subcontracts and services working with project teams.
  2. CPSR compliance for all federal purchases.
  3. Manage all warehousing and logistics for classified and unclassified contacts.
  4. Manage corporate purchases within shared service center budget limits.
  5. Develop and evolve long-term agreements.
  6. Manage and optimize master agreements, discounts, rebates, service levels, and warranty.
  7. Consolidate purchases, shipments, and develop a transparent system of tracking and expediting deliveries.
  8. Manage payment terms to align with cash inflows.
  9. Implement project and program procurement planning integrating with project planning and engineering functions.
  10. Mitigate risk by developing multiple sources, alternatives, and substitutes for manufacturers, suppliers, and service providers.
  11. Market research and marketing to generate competition.
  12. Sourcing.
  13. Prequalification process.
  14. Small business and financial protections.
  15. Solicitation planning and RFP or RFQ.
  16. Document, manage, monitor the supply chain to ensure the quality of products and services.
  17. Determine terms, conditions, flowdowns, payment methods, and discounts.
  18. Price analysis and when necessary cost analysis.
  19. Inspections, exceptions, and warranties.
  20. Changes.
  21. Order closeout and vendor rating transparent to the vendor.
  22. Sales and use tax.
  23. Import and export compliance.
  24. Extend procurement into client programs (funded seats).
  25. Maintain effective internal controls, quality assurance, policies, and procedures, ethics, audit, and training programs.
Requirements:

Twelve to fifteen years of experience with a Bachelor's Degree in Business Administration.

Abilities:
  1. Exposure to computer screens for an extended period of time.
  2. Sitting for extended periods of time.
  3. Reach by extending hands or arms in any direction.
  4. Have finger dexterity in order to manipulate objects with fingers rather than whole hands or arms, for example, using a keyboard.
