As a key player in our Avionics division, the Proposal Cost Estimator will be instrumental in collaborating with diverse teams to produce accurate and high-quality cost assessments for our Avionics offerings. Position Responsibilities:

Core Duties:
  • Lead multidisciplinary teams, including Engineering, Program Management, Pricing, Manufacturing, and Commercial Operations, to ensure timely and effective bid submissions.
  • Serve as a subject matter expert in the proposal capture process, providing guidance and training to engineering teams.
  • Address inquiries related to Requests for Information (RFI) and Requests for Proposals (RFP), as well as internal cost estimates.
  • Develop compliance matrices and proposal frameworks aligned with customer specifications.
  • Coordinate resources for cost estimation and assist in preparing the Basis of Estimate (BOE).
  • Ensure adherence to Federal Acquisition Regulation (FAR) requirements during the estimation process.
  • Support negotiations and prepare final proposal documentation as necessary.
  • Compile necessary artifacts and create an Engineering Bill of Material as required by FAR.
  • Review and enhance cost estimates, schedules, risks, and assumptions for thoroughness and accuracy.
  • Facilitate Engineering approval meetings in line with internal protocols.
  • Generate comprehensive proposal deliverables for inclusion in pricing documentation.
Qualifications:
  • U.S. Citizenship is required due to government contract regulations.
  • A Bachelor’s degree from an accredited institution or a high school diploma with relevant experience of 3-5 years.
  • Employment offers are contingent upon successful completion of a drug screening process.
Eligibility Requirements:
  • Legal authorization to work in the U.S. is mandatory; sponsorship for employment visas is not available for this position.
  • U.S. Citizenship is required for access to technical data governed by U.S. Government contract restrictions.

Preferred Attributes:
  • Extensive knowledge of Avionics products and engineering development processes.
  • Demonstrated ability to effectively lead teams in the proposal development lifecycle.
  • Experience with ProPricer software for government pricing.
  • Proficiency in Microsoft Excel, particularly in creating pivot tables for detailed reporting.
  • Aptitude for managing multiple projects under tight deadlines and responding to urgent requests.
  • Familiarity with proposal development methodologies, such as the Shipley approach.
  • Understanding of Lean principles to enhance the proposal process.
