Fuels Management Firefighter

Tupelo, Mississippi, United States U.S. Department of the Interior Full time

Overview from the Agency

Applications are welcome from all U.S. Citizens. This position will be filled using DIRECT HIRING AUTHORITY.

Key Responsibilities

The Wildland Firefighter (Fuels) serves as a seasoned member of the wildland fire team. The individual collaborates with senior fuels management personnel, fire management officers, and specialists in the planning, execution, and assessment of fuels management initiatives. This role involves conducting field inspections and evaluations of prescribed fire and fuels treatment areas.

Responsibilities include performing routine field reconnaissance of prescribed fire/fuels treatment sites, compiling field observations, and providing fundamental recommendations on the necessary criteria to achieve program goals. The firefighter also suggests fuels treatment strategies.
This position entails overseeing the technical aspects of prescribed fire plans, ensuring that preparation, ignition, containment, mop-up, and rehabilitation are executed according to established standards.

The incumbent will manage the technical components of mechanical and biological fuels treatment plans, ensuring that preparation, project layout, execution, and rehabilitation adhere to specified standards. Additionally, the firefighter assists in pre/post monitoring of fuels treatment implementation, which includes operational activities, evaluating objective success, identifying potential issues, and offering basic recommendations for future treatments.

The role includes delivering classroom and field training to support prescribed fire and fuels management programs or providing structured training utilizing established materials.

The firefighter operates, inspects, and performs preventive maintenance on vehicles and equipment necessary for conducting surveys and field reconnaissance. This includes fire engines, crew carriers, command vehicles, pickups, and specialized equipment for treating wildland fuels. Safe operation and setup of vehicles and equipment in diverse environments, including urban, grassland, and mountainous areas, are essential. Adherence to vehicle safety protocols during the transportation of personnel, fuel, and equipment is crucial, taking into account bridge and road limits, equipment weight and dimensions, and weather conditions.

The firefighter participates in all facets of a fire management program, including fuels management, fire suppression, prevention, planning, monitoring, and post-fire activities. An understanding of firefighter safety, fire dynamics, local topography, weather conditions, fuels, and training in fire management is applied to guide suppression operations and to recommend and implement tactical strategies for combating, controlling, or mopping up fires, monitoring fire activity, constructing or patrolling firelines, and managing post-fire clean-up.

The role involves preparing control lines for burnout operations and participating in ignition/firing activities. Coordination with aviation support for missions is also required.

The firefighter conducts regular project assessments to evaluate the condition and presence of wildland fuels. Data collection on fuel conditions and fire behavior is achieved through various methods, including field surveys and computer modeling. Findings are reported to supervisors or higher-level fuels staff and are instrumental in determining and prioritizing fuels management projects.

Fuels management objectives are identified by reviewing various land management plans, and appropriate treatment recommendations are made. Basic assistance is provided in establishing study plots to assess fire and suppression impacts on ecosystems. Participation in the development and refinement of plot characteristics, visit frequency, measurement subjects, and data storage and analysis techniques is expected.

The firefighter drafts fuels management plans following interagency templates, which involves evaluating fuel treatment alternatives and may include preparing segments of a plan to support fire management program objectives. A database is utilized to model and explain fire behavior and observational data regarding fire effects, ensuring data quality and proper storage and archival procedures.
