Deputy General Counsel

The Commonwealth of Massachusetts is seeking a highly skilled and experienced Deputy General Counsel to join its Parole Board team. As a key member of the Office of the General Counsel, the successful candidate will provide critical oversight and direction to ensure the agency's compliance with applicable laws, regulations, and policies.
Key Responsibilities- Provide legal advice and guidance to the Parole Board on all matters affecting the agency.
- Supervise and oversee staff within the Office of the General Counsel, including attorneys, hearing examiners, and program coordinators.
- Represent the Parole Board in all litigation matters affecting the agency in the state's trial courts and represent the agency in labor and employment matters.
- Develop and implement agency regulations and policies, and monitor and draft parole-related legislation and contracts.
- Respond to discovery requests and public records requests, and review life sentence decisions, process and review termination petitions, and make necessary referrals consistent with obligations under the Americans with Disabilities Act.
- Thoroughly review and process petitions for executive clemency and send recommendations from the Advisory Board of Pardons to the Governor's Office.
- Confer with members of the Executive Office of Public Safety and Security, the Attorney General's Office, District Attorneys' Offices, the Committee for Public Counsel Services, the courts, the media, incarcerated individuals, and the public.
- Carry a caseload of civil litigation matters and respond to union grievances, subpoenas, and inquiries from other agencies.
- Work to resolve conflicts and ensure efficient operations, including reviewing and updating policies and procedures.
- Ensure the agency abides by necessary deadlines set by statute, regulation, and policy, with a particular emphasis on life sentence matters.
- Serve as the primary liaison for all attorneys and/or third-party individuals relative to matters pertaining to Life Sentence Hearings.
- At least six years of full-time or equivalent part-time professional, administrative, supervisory, or managerial experience in a particular specialty.
- Current license and/or registration requirements established for the performance of the position.
- At least two years of experience in a project management, supervisory, or managerial capacity.
