Charter School Special Education Compliance Monitor

The Charter School Special Education Compliance Monitor will play a pivotal role in ensuring that charter schools and charter authorizers adhere to the Individuals with Disabilities Education Act (IDEA) and the Exceptional Children's Education Act (ECEA). This individual will be responsible for managing and facilitating statewide monitoring processes, including compliance reviews, monitoring data, and site visits, with a focus on charter schools.
Key Responsibilities- Serve as a content expert on IDEA and Exceptional Children's Education Act rules related to special education within schools of choice and help support Office of Special Education monitoring and technical assistance activities related to school choice as part of the General Supervision and Monitoring Team.
- Provide technical assistance and support to CDE colleagues and special education administrators/educators on compliance with special education law, regulation, and processes consistent with IDEA and ECEA.
- Review, evaluate, and provide technical feedback on Comprehensive Program plans developed by Administrative Units as they relate to school choice to determine strengths and weaknesses as part of required monitoring processes.
- Review special education data and State Performance Plan/Annual Performance Report (SPP/APR) Indicators to determine compliance and areas of need for schools, districts, and administrative units - as may be applicable.
- Provide feedback and recommendations to AU special education directors.
- Develop applicable sections of preliminary monitoring reports.
- Implement Corrective Action Plans related to General Supervision and Monitoring as related to school choice findings.
- Consult with appropriate AU personnel regarding monitoring, findings, and ongoing support if needed, to be in compliance with rules and statute.
- Train AU personnel on monitoring resources, requirements, processes and procedures.
- Develop targeted materials related to school choice topics.
- Manage multiple monitoring audits, effectively track audit actions/deliverables, as well as complete assignments within prescribed deadlines.
- Develop rubrics, matrices, and other resources to guide/inform the monitoring process as it relates to school choice.
- Provide technical consultation to the ESSU data supervisor in analyzing data collections to inform general supervision and monitoring activities and the completion of the SPP/APR report.
- Provide technical consultation to the Schools of Choice Senior Policy Consultant to analyze charter school enrollment patterns over time to inform monitoring and public report development.
- Policy Development: Assist in the development and revision of policies, procedures, and guidelines related to special education compliance and student support services, with consideration for the unique needs and characteristics of charter schools.
- Collaboration: Collaborate with other offices in the Department, as well as external stakeholders, such as charter school support organizations and advocacy groups, to promote understanding and compliance with special education laws and regulations in charter school settings.
- Bachelor's in Special Education or a related field, from an accredited university.
- 3 years experience in special education administration in a local education agency (above building level), such as Special Education Director, Coordinator, or Supervisor.
- Demonstrated skills and abilities to independently problem solve and resolve/describe findings and document discrepancies.
- Ability to logically apply statutes and regulations to reasonably support all monitoring findings.
- Demonstrated ability to manage large workloads, including but not limited to effectively tracking action items/deliverables, as well as complete assignments within prescribed deadlines.
- Intermediate to advanced proficiency in MS Office programs, specifically Excel and Word.
- Strong written and verbal communication skills.
- Strong attention to detail (proofing work, spelling, grammar, formatting, etc).
- Ability to effectively balance quality of work and productivity expectations.
- Ability to effectively collaborate with internal and external customers (i.e., school districts, other CDE units, etc.).
- Ability to work independently as well as on a team.
- Ability to lead professional learning in a variety of settings; in-person, hybrid, virtual.
- Understanding of Adult Learning Theory principles and the ability to apply the principles to the development/revision of professional learning courses.
- Ability to incorporate feedback into course revision and delivery.
- Master's in Special Education or related field.
- Experience working with charter schools, magnet schools, and/or school choice systems is highly desirable.
- Familiarity with the unique challenges and opportunities associated with providing special education services in charter school environments.
- Ability to build positive relationships and effectively communicate with charter school leaders, educators, and stakeholders.
