Job SummaryThe Senior Development Engineer will be responsible for overseeing the technical review and approval of development proposals, ensuring compliance with the City of Waco's water utility standards and regulatory requirements. This role requires a strong understanding of urban development and its impact on municipal water infrastructure, as well as exceptional organizational skills to manage multiple projects efficiently.
Key Responsibilities- Development Proposal Review: Conduct detailed technical reviews of development plans, plats, and construction documents for water and wastewater systems, ensuring proposed developments meet the city's engineering standards, codes, and water utility requirements.
- Regulatory Compliance: Ensure all development projects comply with federal, state, and local regulations related to water and wastewater services, coordinating with regulatory agencies as necessary to obtain permits and approvals for projects.
- Technical Guidance: Serve as a subject matter expert on water utility infrastructure for developers, engineers, consultants, and other city departments, providing technical support and guidance throughout the development process.
- Stakeholder Coordination: Collaborate with developers, consultants, city staff, and other stakeholders to address technical issues, resolve conflicts, and ensure projects progress smoothly.
- Infrastructure Impact Analysis: Assess the impact of proposed developments on the existing water and wastewater infrastructure, recommending improvements or modifications to infrastructure to accommodate new developments while maintaining system integrity and performance.
- Project Management: Manage multiple development review projects simultaneously, ensuring timely and efficient processing of applications, tracking project status, and reviewing timelines.
- Documentation and Reporting: Maintain accurate records of development reviews, approvals, and correspondence, preparing reports and presentations for city officials, planning boards, and other stakeholders as required.
- Continuous Improvement: Stay current with industry best practices, technological advancements, and regulatory changes related to water utilities and development review, proposing updates to policies, procedures, and standards to improve the efficiency and effectiveness of the development review process.
- Public Engagement: Participate in public meetings, workshops, and hearings to provide information and answer questions related to water utility requirements for development projects, assisting in community outreach efforts to educate the public on water utilities infrastructure and its role in city planning and development.
We are seeking a highly qualified candidate with a strong background in civil or environmental engineering, particularly in water and wastewater systems. The ideal candidate will have a minimum of 4 years of experience in civil engineering, with a focus on water utilities, development review, or a related field, and a Professional Engineer (PE) license in the State of Texas upon hire.
