Job Title: Modernization Inspector

Join the Housing Authority of Co as a Modernization Inspector and play a crucial role in ensuring the successful completion of construction projects. As a key member of our team, you will be responsible for overseeing the modernization of public housing units, ensuring compliance with contract requirements, and providing excellent customer service to our residents.

Key Responsibilities:
  • Conduct daily inspections to ensure projects are progressing on schedule and within budget.
  • Communicate findings to the Modernization Manager and architect, and develop cost estimates as needed.
  • Prepare and review plans and specifications for proposed modernization work, and prepare Invitation to Bid documents.
  • Maintain accurate records and prepare reports and graphics to track project progress.
  • Ensure compliance with HUD requirements, including interviewing contractors and sub-contractors to verify equal pay for equal work.
  • Assist the Modernization Manager in preparing Comprehensive Physical Needs Assessment/Project Cost Estimate.
  • Monitor construction progress to ensure adherence to contract requirements and timetables.
  • Conduct Housing Quality Standards (HQS) inspections and follow-up inspections as needed.
  • Coordinate changes to contract, materials, and field conditions with the architect or engineer.
  • Supervise the collection of lead-based paint and asbestos samples, and maintain detailed reports on samples, their location, and results.
  • Perform other related duties as required.
Requirements:
  • Graduation from an accredited associate's program in air conditioning or major appliance repair technology, or equivalent combination of education, training, and experience.
  • 6 or more years of experience in building construction or renovations.
  • Knowledge of housing construction, modernization, and costing, as well as standard operating procedures, policies, and practices.
  • Ability to read plans, inspect grounds and dwellings, estimate costs, and evaluate quality of construction in accordance with prescribed specifications.
  • Ability to present ideas and information in a clear and concise manner, both orally and in writing.
  • Ability to establish and maintain effective working relationships with co-workers, architects, engineers, contractors, consultants, and local, state, and federal officials.
  • Ability to work in less than ideal conditions, including noise, heat, cold, wind, dirt, etc.
  • Ability to perform simple construction tasks and maintenance tasks, and troubleshoot and repair plumbing, heating, and electrical systems components.
Special Requirements:
  1. Possession of a valid driver's license.
  2. Must be insurable under the Agency's fleet insurance carrier.
  3. Must obtain Housing Quality Standards (HQS) Certification.
