Job Summary

We are seeking a highly skilled and experienced Civil Engineer to join our team at the Town of East Hartford, CT. As a key member of our Public Works department, you will be responsible for designing and managing civil engineering projects, including drainage, roads, and sidewalks.

Key Responsibilities
  • Design and manage civil engineering projects, including drainage, roads, and sidewalks
  • Supervise design engineering consultants and provide technical direction to engineering technicians
  • Conduct construction inspections and survey work
  • Review developer site plans and investigate complaints from the public
  • Make difficult technical decisions and provide recommendations to the Town Engineer
  • Provide technical assistance to Town officials, developers, and the public on engineering matters
  • Prepare reports, forms, and compile information on completed work assignments and employee effort
  • Use computer engineering software for roadway design, hydraulic, GIS, pavement management, etc.
  • Assist in coordinating short- and long-term activities to assure personnel, materials, and equipment necessary for projects and objectives
  • Provide technical assistance to Public Works employees in the field
  • Perform survey work, as necessary, with the assistance of engineering technicians
  • Prepare specifications and bid packages, evaluate bids, recommend contractors for awards, prepare change orders, process progress payments
  • Maintain the Town's pavement history and historical pavement repair and maintenance options and provide budget estimates for repair work
  • Review complaints from the public regarding drainage and other subjects, and recommend solutions
Requirements
  • Bachelor's degree from a recognized college or university in civil engineering or civil engineering technology
  • Four years of progressively responsible public works or construction engineering and design experience
  • Connecticut certification as an Engineer In Training (EIT) required
  • Connecticut Professional Engineer license desirable
  • Valid Connecticut driver's license
Work Environment

The work environment is typical of an office setting with minimal disagreeable features. The noise level is generally quiet, but may be moderately loud when conducting investigations or inspections in the field.
