Cybersecurity Risk Management Framework Lead

Job Summary
Valiant Integrated Services is seeking a highly skilled Cybersecurity Risk Management Framework Lead to join our team. As a key member of our cybersecurity team, you will be responsible for leading all contractor efforts in support of Risk Management Framework (RMF) and Cybersecurity.
Key Responsibilities
- Lead all contractor efforts in support of Risk Management Framework (RMF) and Cybersecurity, coordinating with outside agencies and other MTC sites.
- Ensure that the Cybersecurity risk management process is in place and the appropriate operational security posture is maintained and documented to protect and defend the capabilities and assets of the USARPAC MTC Type Training Enclaves, Information Systems, fielded Program Managed Systems, and Training and Exercise Networks.
- Comply with DoD Directives and Instructions 8140, Army regulations AR 25-2, NIST Special Publications and 800-39, as well as follow guidance from other Cyber agencies in USARPAC CSPMO, NETCOM, and CYBERCOM.
- Develop, update, and maintain Standard Operating Procedures that implement DoD, Army, and USARPAC Type policies and procedures.
- Conduct scheduled scans of networks and systems, validate applied STIGs and patches performed by SAs and NAs, and create and/or implement required RMF products, such as Plans of Action and Milestones (POA&M) and Security Technical Implementation Guides (STIGs).
- Perform continuous monitoring of applied STIGs and patches, conduct periodic auditing to assess vulnerabilities of networks and systems, and assist the ISSM's in meeting their duties and responsibilities and initiate protective measures for cybersecurity incidents.
- Produce artifacts, trackers, and other necessary documents to meet the Security Control Assessment Validation (SCA-V) and maintain the USARPAC Type ATO.
- Maintain and update records and artifacts via Enterprise Mission Assurance Support Service (eMASS) to support and comply with the RMF process, and continually update STIGs in response to vulnerabilities identified during risk assessments, audits, & inspections.
- Coordinate with the MTC Operations Team to engineer changes to the training enclaves and Program Managed systems for exercise support and obtain the required documentation to maintain compliance for the RMF posture of the accredited systems.
- Assure successful implementation and functionality of security requirements and appropriate IT policies and procedures.
Requirements
- Minimum 5 years' experience in DoD Cybersecurity operations.
- Expert understanding of NIST, DoD, & Army Cybersecurity & RMF processes, policies, directives, instructions, manuals, and best business practices.
- Knowledge of current industry methods for evaluating, implementing, and disseminating IT security assessment, monitoring, detection and remediation tools and procedures utilizing standards-based concepts and capabilities.
- Knowledge of disaster recovery Continuity of Operations Plans.
- Knowledge of enterprise incident response program, roles, and responsibilities.
- Knowledge of network security architecture concepts including topology, protocols, components, and principles (, application of Defense-in-Depth).
- Knowledge of known vulnerabilities from alerts, advisories, errata, and bulletins.
- Knowledge of measures or indicators of system performance and availability.
- Knowledge of network systems management principles, models, methods, and tools (, end-to-end systems performance monitoring).
- Knowledge of server administration and systems engineering theories, concepts, and methods.
- Knowledge of systems lifecycle management principles, including software security and usability.
- Skill in determining how a security system should work (including its resilience and dependability capabilities) and how changes in conditions, operations, or the environment will affect these outcomes.
- Excellent communications skills and ability to brief senior leaders in layman's terms.
- Minimum 3 years' experience working in MTCs.
- 5 years' experience in assessing and mitigating risk for networks and systems utilized in LVC and integrated training environments that include simulations that stimulate Army C2 Systems and MCIS.
Education Requirements
BA/BS degree in Information Technology or related field and IAM Level II and required CE certifications, or DCWF 722 ISSM (Advanced).
Additional Requirements
Must be able to obtain and maintain a current Active Security clearance and meet other eligibility requirements for access to classified information.
