Job Description

The General Counsel of the Fort Worth Employees' Retirement Fund serves as the chief legal officer and sole in-house legal expert. This role has overall responsibility for providing legal services to the $3.0 billion defined benefit Fund, its Board of Trustees, the Executive Director, the Chief Investment Officer, and staff.

Key Responsibilities

The General Counsel is responsible for providing fiduciary, governance, and ethics counsel to the Board and advice and legal guidance on a wide range of legal matters to ensure compliance with federal, state, and city laws and regulations on pension investing, retirement benefits, and legislative or regulatory issues.

Key Responsibilities:

  • Provide legal advice and counsel to the Board, Executive Director, CIO, and staff to assist them in fulfilling their fiduciary responsibilities, determining appropriate actions in furtherance of FWERF's best interests, and minimizing liability to FWERF.
  • Prepare, review, and negotiate contracts and agreements, including investment consulting and management, actuarial, compliance, governmental relations, and legislative affairs.
  • Function as in-house expert on federal and/or state pension and tax laws, regulations, and guidance; city pension ordinance; trusts; fiduciary duty; ethics and disclosure laws; legal matters relating to investment and real estate leasing transactions; employment-related legal, employee benefits, incentive compensation matters; and other laws and regulations applicable to FWERF operations.
  • Ensure compliance with the Texas Open Meetings and Public Information Acts.

Other duties include: assessing and making recommendations for retaining outside counsel services, overseeing the legal matters referred to outside legal counsel, attending Board of Trustees and committee meetings, and providing legal advice as needed.

The ideal candidate will have a JD from an ABA-accredited law school, a license to practice law in the State of Texas, and at least seven years of professional legal experience, including experience advising boards, commissions, committees, and executive-level staff, as well as experience in advising on investment transactions, pension benefits, or other employee benefits administration matters.
