Job Summary

We are seeking a seasoned Compliance Manager to lead our Compliance organization in developing effective and compliant procurement policies, procedures, and practices.

Key Responsibilities
  • Develop, write, and maintain internal policies, procedures, and processes in support of the Subcontract and Procurement functions.
  • Coordinate and facilitate procurement file audits and corrective actions that comply and adhere to our internal Procurement Policy, CPSR Requirements, Purchasing System procedures, Federal Acquisition Regulations, Defense Federal Acquisition Regulations (DFARs), and all applicable laws.
  • Triage current state subcontract functions to find areas of improvement, and develop efficiencies to build a more effective and streamlined future state process.
  • Prepare and submit CPSR documentation and reports to DCMA.
  • Train and mentor procurement staff on CPSR requirements and best practices.
  • Stay updated on the latest changes to Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR) and General Services Administration Acquisition Regulation (GSAR) and advise senior leadership on potential impacts to UICGS operations.
Requirements
  • A Bachelor's degree in business, supply chain, or a related field.
  • 15+ years of Federal Subcontract and Procurement Management/Supply Chain experience.
  • A certification in procurement, such as CPCM, CFCM, or CPSM is desirable.
  • A thorough knowledge of Subcontract Management and Procurement concepts; and Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR) and General Services Administration Acquisition Regulation (GSAR).
  • Experience and knowledge of Contractor Purchasing System Review (CPSR), Procurement Policies and Purchasing Systems.
  • Knowledge and experience with Deltek Costpoint.
  • Experience performing price analysis, source selection, negotiations, and subcontract administration and being able to train others in the organization.
  • A strong analytical, problem-solving, and communication skills.
  • Strong computer skills in Microsoft Office (Word, Excel, and PowerPoint), as well as the ability to learn new computer applications.
Physical Demands

Must be able to lift up to 15 to 25 pounds.

Must be able to stand and walk for prolonged amounts of time.

Must be able to twist, bend and squat periodically.

Target Salary

$120,000/year to $140,000/year commensurate with experience.

Security Clearance Requirements

There are currently no Security Clearance requirements for this position; however, candidates must be able to successfully pass a background check.

Due to the location of this work, US Citizenship is required. Bowhead reserves the right to change this requirement if necessitated by business needs or contractual obligations.
