Construction Compliance Manager

GMA Construction Group is seeking an experienced professional to lead our Construction Compliance Division. The ideal candidate will provide regulatory program management, ensuring all project requirements are met and exceeded.
Key Responsibilities:
- Direct and manage the activities of the Construction Compliance Division, including the construction of Capital Improvement Projects and Housing Development Projects.
- Oversee the preparation of plans and specifications, bid process, and selection process for construction management and inspection services.
- Develop and implement goals, objectives, policies, and priorities for assigned programs.
- Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures.
- Plan, direct, coordinate, and review the work plan for construction compliance staff.
- Participate in the selection, training, motivation, and evaluation of assigned personnel.
- Manage construction and post-construction of Capital Improvement Projects, including controlling cost and scheduling.
- Manage Housing Development Projects from design and other agencies approvals.
- Oversee the issuance of encroachment permits and coordinate inspection of private development and utility companies projects.
- Review and approve plans for residential and commercial projects for the Engineering Division.
- Prepare Conditions of Approval for Planning Department for new developments.
- Assist the general public at the front desk and provide public records as requested.
- Prepare sketches and exhibits for various reports.
- Serve as a liaison for the Construction Compliance Division with other divisions, departments, and outside agencies.
- Provide responsible staff assistance to the Public Works Director/City Engineer.
- Attend and participate in professional group meetings.
- Respond to and resolve difficult and sensitive citizen inquiries and complaints.
Qualifications:
- Knowledge of operational characteristics, services, and activities of a construction compliance program.
- Knowledge of engineering construction and design practices.
- Knowledge of principles and practices of program development and administration.
- Knowledge of principles and practices of budget preparation and administration.
- Knowledge of principles and practices of record keeping.
- Knowledge of advanced principles and practices of project management and administration.
- Knowledge of methods and techniques of contract negotiations and administration.
- Knowledge of methods and techniques of engineering plan review and analysis.
- Knowledge of engineering maps and records.
- Knowledge of principles of business letter writing and basic report preparation.
- Knowledge of principles of municipal budget preparation and control.
- Knowledge of principles of supervision, training, and performance evaluation.
- Knowledge of office procedures, methods, and equipment.
- Pertinent federal, state, and local laws, codes, and regulations.
