Job Overview:

The IT Technical Analyst plays a crucial role in delivering information technology system engineering, analysis, design, and development expertise. This position is essential for creating new systems, enhancing existing ones, and maintaining current systems to support Public Health Applications.

This role involves coordinating project assignments with business stakeholders and IT departments, including operations and management. The System Analyst is also responsible for developing and maintaining complex client/server and web-based software solutions to support the Texas Health and Human Services.
This is a full-time position requiring 40 hours a week, with potential for work outside regular hours and travel to various work locations as necessary. Additional responsibilities may be assigned as needed.

Key Responsibilities:
(50%) IT Application Layer Maintenance and Support. Deliver tier-2 and tier-3 internal customer support for critical software applications and servers. Execute software application layer maintenance and support tasks, including trouble ticket resolution and software installation and upgrades. Ensure high-availability application layer protocols and data communications. Collaborate with data centers and third-party software vendors for maintenance and support activities. Conduct database queries and data manipulation, coordinating database support with DBA personnel. Provide training materials and knowledge sharing for support team members.

(30%) IT System Analysis and Design Activities.
Develop application layer system designs based on customer and technical requirements. Identify and address application security risks while ensuring information privacy. Create detailed structured data flow diagrams and database entity relationship diagrams to support system development. Maintain technical system specifications for third-party vendors, internal programmers, and DBAs. Evaluate modified and off-the-shelf software solutions for new customer projects. Analyze third-party vendor RFP responses for reliability, efficiency, scalability, performance, and cost. Formulate application and server-level operations plans. Prepare documentation and justification for procurement of products and services.

(20%) Software Development Activities.
Engage in the Software Development Life Cycle (SDLC) for internally developed software projects. Design and implement software components. Develop and execute test plans along with automated testing tools.

Required Knowledge, Skills, and Abilities:

Familiarity with systems analysis principles and practices, including relevant technologies, products, trends, standards, operations, best practices, and governance.

Understanding of IT network and public network architectures, including load balancing, redundancy, high-availability, and network security.
Knowledge of web data exchange methods such as AJAX, SOAP, or JSON, along with Health IT data exchange protocols like HL7 and X12, is advantageous.
Awareness of Health IT best practices, including high-availability and HIPAA privacy regulations.
Understanding of security requirements and configurations to address vulnerabilities identified in security reports.

Proficiency in high-level programming and runtime environments in Microsoft technologies, including MS ASP.NET, MVC, C#, JavaScript, JS frameworks (REACT, Angular), and MS Visual Basic (VB & VB.NET).

Experience with high-level programming and runtime environments in Linux, such as C, C++, Apache, MySQL, PHP, Ruby on Rails, and Python.

Competence in the full SDLC, utilizing both Agile and Waterfall development methodologies.
Proficiency in database tools, particularly SQL and its variants.
Expertise in designing and implementing test plans, test cases, and test strategies, including automation of test execution.
Ability to develop and document IT system requirements and technical specifications from complex user needs.
Capacity to analyze and optimize system performance and resource utilization.
Ability to function effectively as part of a development team managing multiple concurrent programming activities.
Skills in planning, prioritizing, and executing assigned projects, including contributions to project management tasks.
Proficient communication skills to interact effectively with customers, IT teams, and stakeholders at all organizational levels.

Ability to develop and implement large-scale, custom integration and software projects across various IT environments, including MS .NET or LAMPS.
