Position Specific Duties: The Transport Safety Oversight Manager plays a critical role in assisting the State Safety Oversight Program Manager and Administrator in overseeing the State Safety Oversight Program. This position collaborates with the SSO Program Manager to establish objectives and priorities that align with the Federal Transit Administration's (FTA) safety regulations, ensuring adherence to the stipulations outlined in 49 U.S. Code 5329 and associated regulations. Responsibilities include reviewing and providing feedback on Rail Transit Agency documentation, conducting compliance audits, and offering technical support during evaluations. The manager will oversee consultant activities to ensure quality and compliance, manage risk assessments, and analyze operational data to enhance safety management systems within the Rail Transit Agency. This role also includes project management responsibilities, ensuring that deliverables are met within designated timelines and budgets. The Transport Safety Oversight Manager reports directly to the State Safety Oversight Program Manager and Administrator.
STATE ENTRY QUALIFICATIONS:
A Bachelor's degree in a relevant field along with leadership experience. Alternatively, an Associate's degree in a related discipline, leadership experience, or one year in a comparable role.AGENCY SPECIFIC QUALIFICATIONS:
A minimum of 5 years of experience in leading and managing professional teams in capital rail or transit projects. 5 years of project management experience, including budget tracking and compliance with transportation regulations. 5 years of experience in developing project scopes, budgets, and schedules for transportation initiatives. 5 years of experience managing contractors and consultants in the rail or transit sector. 5 years of experience overseeing safety and security programs in accordance with relevant laws. 5 years of experience monitoring legislative impacts on rail operations and funding. 5 years of experience coordinating with various agencies for rail or transit program delivery. 5 years of experience managing federal grant projects related to transportation. 5 years of experience in effective communication with internal and external stakeholders. Current certification in Public Transportation Safety or Transit Safety and Security programs, or enrollment with the ability to certify within one year.AGENCY PREFERRED QUALIFICATIONS:
A Master's degree in a relevant field from an accredited institution. 10 years of experience managing a state Rail Safety Oversight Program or a Safety Department for a public rail system. Current certification as an Associate Safety Professional or Certified Safety Professional. Registration as a Professional Engineer in Georgia or as an Engineer-in-Training. Project Management Professional (PMP) certification. 10 years of experience managing federally funded rail or transit programs. 10 years of experience administering FTA Grant funds. Proven experience in motivating and developing teams. Experience in preparing comprehensive reports and correspondence regarding program deliverables and federal grant management. Experience in communicating complex regulatory information to various stakeholders.
