Job Summary

The City of Bellevue is seeking a highly skilled Senior Engineering Technician to join our Utilities Department. As a key member of our team, you will be responsible for performing routine and complex technical engineering-related work for various systems and programs within the Operations Section.

Key Responsibilities
  • Lead the planning and implementation of annual maintenance and operations of reservoirs, water and wastewater pump stations, and pressure reducing valves.
  • Utilize SCADA and Telemetry systems to ensure proper operation of the Water Supply Distribution System and Wastewater Operations functions.
  • Review SCADA and Telemetry data for trends analysis and implement collaborative solutions to maintain appropriate pressure and water supply movement.
  • Develop and administer maintenance contracts with outside vendors.
  • Manage work of contractors and ensure projects are completed on-time and within budget.
  • Review reports, plans, and specifications for Capital Improvement Projects.
  • Participate in the employment selection process for Technical Specialist vacancies.
  • Make recommendations for scheduling of projects and coordinate the integration and startup of new facilities.
  • Respond to customer requests and provide direct input to the Superintendent on employee performance reviews.
  • Research new technologies to incorporate into Bellevue's existing Water and Wastewater systems.
  • Administer programs, analyze data, and create reports.
  • Conduct field investigations, data collection, and monitoring for various projects and programs.
  • Develop and update SOPs for the Operations Section.
  • Maintain adequate inventory of specialized components.
  • Train and develop Technical Specialists.
  • Identify deficiencies in operations and maintenance systems and develop corrective programs.
Requirements
  • Proficient with telemetry software applications, SCADA, Wonderware, and other data management systems.
  • Competent at planning, scheduling, and big-picture thinking.
  • Effective coordination between multiple staff and agencies.
  • Strong communication skills, both verbally and written.
  • Effective customer service management and complaint resolution.
  • Able to appropriately confront personnel issues while consistently building team morale.
  • Research trending topics and provide counsel to management about potential system impacts.
  • Able to effectively train and instruct.
  • Manage time effectively with an eye toward innovation, new technology, and streamlining of business process.
  • Skill in using a personal computer, engineering applications, and data management software.
  • Ability to read blueprints, maps, and as-built drawings.
Education and Experience
  • Graduation from an accredited two-year college or university with a degree in civil engineering, environmental studies, or related field.
  • Five or more years of progressively responsible related experience in Water and Wastewater Operations and SCADA/Telemetry/Security Operations preferred.
  • Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.
Working Conditions
  • Work involves walking, talking, hearing, using hands to handle, feel, or operate objects, tools, or controls, and reaching with hands and arms.
  • Vision abilities required by this job include close vision and the ability to adjust focus.
  • The employee may be required to push, pull, lift, and/or carry up to 40 pounds.
  • The noise level in the work environment is usually moderately quiet.
