Position Overview:

The State of Montana is in search of a skilled Human Resources Manager. This role will report directly to the Chief Human Resources Officer (CHRO) and will oversee a team of up to ten full-time staff members. The HR Manager is responsible for ensuring that human resources practices are in alignment with the various operational units of the Department, providing comprehensive HR services that encompass onboarding, offboarding, workplace investigations, performance evaluations, career advancement, employee relations, corrective actions, policy formulation and execution, recruitment, retention strategies, compensation frameworks, organizational design, change management, strategic initiatives, data analytics, coaching, training, special projects, and adherence to all relevant employment regulations.

Key Responsibilities:

  • Offer expert guidance, best practices, and training on HR matters, personnel issues, organizational design, change management, and strategic initiatives.
  • Monitor, interpret, and clarify human resources policies, procedures, and employment laws to ensure compliance.
  • Manage employee relations issues, including investigating complaints and grievances, mediating conflicts, responding to hearings, and providing guidance to resolve complex human resources challenges.
  • Engage in all facets of recruitment, including identifying staffing requirements, drafting job descriptions, classifying positions, determining suitable compensation, creating effective job postings, screening and interviewing candidates, processing requisitions, consulting with management, and facilitating employee onboarding.
  • Conduct research and analysis of HR metrics by collecting feedback and utilizing HRIS and recruitment systems to identify opportunities for improvement and make recommendations to enhance services, maintain accurate record management, and comply with established protocols.
  • Act as a liaison between management and labor unions by addressing inquiries, interpreting documents, negotiating, and administering labor agreements, while assisting in resolving workplace issues.
  • Participate in strategic planning efforts to assess business needs and implement effective solutions to achieve desired outcomes.
  • Oversee all management aspects for staff, including recruitment, onboarding, employee development, task distribution, performance evaluations, and offboarding.

Required Knowledge, Skills, and Abilities:

  • In-depth knowledge of human resource management principles and relevant regulations.
  • Exceptional interpersonal, communication, and negotiation skills with the ability to foster consensus, maintain effective working relationships, and deliver professional customer service.
  • Ability to lead, supervise, manage, and inspire teams to achieve goals and objectives.
  • Capability to handle sensitive and high-profile issues with discretion and confidentiality.
  • Proficiency in researching, compiling, and analyzing data from various sources to address a wide range of issues.
  • Ability to develop and implement innovative solutions while exercising sound judgment.
  • Strong organizational skills with meticulous attention to detail.
  • Proficiency in or the ability to quickly learn the State's HRIS and recruitment systems.

Minimum Qualifications:

  • Bachelor's degree in human resources or a related field.
  • A minimum of five years of progressively responsible human resources experience, encompassing a full range of HR functions.
  • At least two years of supervisory experience.

Other combinations of education and experience may be considered.

Preferred Experience:

  • Professional Human Resources Certification (SHRM/HRCI) and State of Montana Classification Certification.
  • Experience with the back-office functions of HRIS, recruitment, and talent management systems within the State of Montana.
