Job Title: Hazard Mitigation Specialist III

Job Summary:

IEM International Inc is seeking a highly skilled Hazard Mitigation Specialist III to join our team. This role plays a critical part in assisting state and local governments, non-profit organizations, and communities in accessing and utilizing FEMA's hazard mitigation grant programs.

Key Responsibilities:

  • Develop, manage, and close out HMA grants and sub-grants for current clients.
  • Provide technical assistance and expert support to applicants on HMA programs, including project scoping, compliance review, technical research, application development and review, and preparing clear and concise Requests for Information (RFIs).
  • Increase awareness of FEMA's HMA grant programs and requirements through establishment of strong relationships with applicant contacts.
  • Navigate and interpret FEMA policies, processes, and procedures to provide accurate guidance to applicants and internal teams.
  • Work with or manage teams and directly interact with senior staff, officials, clients, and teaming partners.

Requirements:

  • Five (5) years of substantially continuous experience in FEMA's HMA programs, including the Hazard Mitigation Grant Program (HMGP), Flood Mitigation Assistance Program (FMA), and Building Resilient Infrastructure and Communities (BRIC) Program.
  • Three (3) years of substantially continuous experience providing direct programmatic and technical assistance, performing program reviews, and project analysis.
  • Experience with estimating project timelines and tracking application development, project implementation, and the expenditure of funds for any federal grant/sub-grant.
  • Advanced to expert-level experience with grants management workflow software and documentation management systems at the Federal, State, or local level.

Preferred Qualifications:

  • Bachelor's Degree or higher in Emergency Management, Planning, Urban Planning, Environmental Sciences, or related fields.
  • Relevant professional licenses and certifications, such as Certified Floodplain Manager (CFM) or Certified Emergency Manager (CEM).
  • Three (3) years of experience working specifically with the FEMA HMGP, including conducting applicant briefings, understanding hazard mitigation plans and strategies, project scoping, and preparing amendments and scope change requests.
