Position Overview:

The Senior Financial Systems Analyst plays a pivotal role in enhancing the operational efficiency of financial data management within the organization. This position is integral to the Financial Management Business Solutions Office, focusing on the development and execution of innovative solutions for financial data processing and analysis.

Key Responsibilities:
  • Collaborate with the Financial Management Directorate to support financial operations and initiatives.
  • Oversee and coordinate resource allocations for various programs.
  • Engage with government representatives during strategic meetings.
  • Facilitate enhancements for Geospatial Intelligence Financials (GEO-F) systems.
  • Provide expert guidance to troubleshoot existing GEO-F functionalities.
  • Translate operational needs into technical specifications for implementation.

Core Duties:
  • Design and implement solutions to address financial data management challenges utilizing advanced technologies such as Visual Basic for Applications (VBA), Structured Query Language (SQL), SQL Server, Microsoft Access, and Microsoft Excel.
  • Conduct thorough research and stakeholder interviews to document requirements and identify business process improvements.
  • Perform comprehensive analyses to connect business processes with data inputs and outputs, identifying potential solutions.
  • Participate in system engineering meetings to address architectural and policy-related issues effectively.
  • Coordinate milestone events, including requirement and design reviews.
  • Work collaboratively with FM stakeholders to manage quarterly budget authority.
  • Develop enhancements for financial business systems, particularly for GEO-F.
  • Define technical requirements and specifications for system changes based on operational assessments.
  • Utilize expertise in financial management processes to drive continuous improvement.
  • Support the organization’s performance management initiatives and metrics.

Required Qualifications:
  • Active TS/SCI clearance; CI polygraph preferred.
  • Bachelor's degree or higher in a relevant field such as Business, Finance, Accounting, Management, Computer Science, or Economics.
  • A minimum of 12 years of experience in federal financial business processes and systems implementation.
  • At least 8 years of specialized experience in the following areas:
    • 2 years of experience in developing and executing advanced VBA and SQL scripts.
    • 2 years of experience in recommending business process improvements through stakeholder coordination.
    • 2 years of experience in communicating technical issues and understanding the United States Standard General Ledger (USSGL).
    • 2 years of experience in supporting Momentum-based financial systems.

Desired Qualifications:
  • 3 years of experience in system software development activities.
  • 5 years of experience in financial programming and planning within Momentum applications.
  • 3 years of experience with NGA's financial processes and data reporting.
  • 3 years of experience in system administration for Momentum financials.
