Obsidian Solutions Group (OSG) is in search of a Site Operations Manager to oversee contractor personnel, administration, and services at our operational site.
The Marine Corps Tactics and Operations Group (MCTOG) is dedicated to delivering standardized advanced training and certification for Ground Combat Element (GCE) Operations Officers, Operations Chiefs, and selected GCE training specialists. This role supports GCE operations, combined arms planning, and unit readiness planning at various levels to facilitate GCE Training and Readiness (T&R) events.
Key Responsibilities
- Provide leadership, direction, and oversight of contract personnel.
- Act as the official contractor representative to the government Contracting Officer's Representative (COR) at the site.
- Coordinate all contractor activities and tasks with the COR and/or ACOR.
- Collaborate with section Officers in Charge (OICs) and Senior Non-Commissioned Officers (SNCOs) across MCTOG functional areas.
- Engage with multiple external agencies at MCAGCC and across Marine Corps Installations.
- Ensure the timely completion of tasks within budgetary constraints.
- Participate in the execution of assigned tasks/events to monitor contractor personnel performance.
- May perform tasks/events within the scope of military operational experience and skills.
- Negotiate and establish binding decisions within the contract agreement on behalf of the contractor.
- Prepare monthly status reports, quarterly program reviews, and other required documentation.
- Attend weekly government-led operational sync meetings, command and staff meetings, and other required gatherings.
- Review and approve all travel Expense Authorizations (EAs) and Expense Reimbursements (ERs).
- Provide weekly updates to the Program Manager (PM), Deputy Program Manager (DPM), and OSG executive leadership regarding contractor support status.
- Review all monthly travel invoicing and coordinate with the Contracting Officer's Technical Representative (COTR) for accuracy.
- Recommend travel plans to the COR for off-site events.
- Perform additional duties as assigned.
Qualifications
- Demonstrated managerial skills and experience necessary for managing a remote site.
- Expertise in both oral and written communication.
- Self-motivated with a high level of discretion to meet deadlines effectively.
- Familiarity with Joint Travel Requirements (JTR).
- Able to efficiently manage multiple tasks in a fast-paced environment with strong attention to detail.
Experience and Education
- Bachelor's degree required, preferably in management, military science, or a related field. A Master's degree in a relevant area (e.g., strategic studies, international relations) is preferred.
- A minimum of 8 years of military operational experience in areas such as maneuver, aviation, fires, logistics, or intelligence operations.
- Proven knowledge of military doctrine, tactics, and command relationships at MAGTF or joint/combined command levels, with direct participation in real-world operations preferred.
- At least 3 years of experience in military training and education.
- Experience managing two or more DoD contracts exceeding $50M.
- Attendance at Intermediate Level School such as Marine Corps CSC or completion of an equivalent non-resident course is required.
Work Environment and Physical Requirements
- Garrison work environment with occasional field/tactical settings.
- Typical schedule: M-F 0700 to 1700; occasional extended hours may be necessary.
Travel Requirements
- Domestic travel may be necessary for training and program coordination.
- Potential for OCONUS travel for installation, training, or maintenance; a valid passport is required.
