Job Overview

Position Title: Human Resources Operations Manager

The Bucks County Drug & Alcohol Commission, Inc. is in search of a dedicated Human Resources Operations Manager to join our team.

As the designated Single County Authority for alcohol, tobacco, and other drugs, our agency is committed to providing comprehensive prevention, intervention, treatment, and recovery support services for the community.

The Human Resources Operations Manager will play a pivotal role in our management structure, reporting directly to the Executive Director. This position involves collaborating with the Management Team to strategically plan, implement, and assess various HR initiatives.

Key Responsibilities:

  • Oversee HR Functions: Manage the recruitment, onboarding, and orientation processes for all personnel, ensuring job postings and descriptions are current and relevant.
  • Employee Lifecycle Management: Supervise processes related to onboarding, performance assessments, policy communication, disciplinary actions, and employee development opportunities.
  • Advisory Role: Provide guidance to supervisors on employee relations and performance management.
  • Record Management: Maintain and manage personnel files and records in compliance with agency policies and relevant regulations.
  • Collaboration with Leadership: Work alongside the Executive Director to liaise with the Personnel Committee, keeping them informed of HR matters requiring attention.
  • Compensation and Benefits: Research and recommend competitive compensation rates and employee benefits packages, ensuring compliance with applicable laws.
  • Communication: Facilitate communication regarding benefits, including annual enrollment processes and related issues.
  • Payroll Coordination: Collaborate with Payroll to manage personnel transactions effectively.
  • Retirement Plan Oversight: Administer the agency's Retirement Plan, ensuring compliance and effective communication with staff.
  • Policy Management: Develop and maintain the Employee Handbook, ensuring policies are up-to-date and effectively communicated.
  • Workers' Compensation: Oversee claims and related reporting processes.
  • Team Meetings: Schedule and facilitate regular Management Team and staff meetings.

Administrative Duties:

  • Represent the agency at professional conferences and meetings as directed by the Executive Director.
  • Participate in Board of Directors meetings as required.

Supervisory Responsibilities:

  • Supervise a team of three full-time staff members, ensuring effective communication and performance feedback.
  • Conduct regular meetings to discuss work assignments and performance evaluations.

Qualifications:

  • Bachelor's Degree; HR Certification is a plus.
  • At least 5 years of experience in a human resources generalist role.
  • Proven leadership and supervisory experience.
  • Experience in change management initiatives.
  • Strong coaching and influencing abilities.
  • Excellent problem-solving and critical thinking skills.
  • Outstanding interpersonal and communication skills.
  • Experience in recruitment and employee relations.
  • Ability to manage multiple priorities effectively.
  • Proficient in Microsoft Office Suite.
  • Solid understanding of federal and state employment laws.
