Job Title: Primary Care Physician

We are seeking a highly skilled and experienced Primary Care Physician to join our team at Strategic Resources Inc. (SRI). As a Primary Care Physician, you will be responsible for providing high-quality medical care to detainees held in the custody of Immigration and Customs Enforcement (ICE) at a detention facility.

Job Summary:

The Primary Care Physician will provide direct patient care to detainees, including adult men and women and children, and will provide clinical oversight and consultation to other medical staff caring for detainees at the facility. The ideal candidate will have excellent clinical skills, strong communication skills, and the ability to work in a fast-paced environment.

Responsibilities:
  • Provide direct patient care to detainees, including physical assessments, initial and follow-up assessments for acute and chronic medical conditions, and ensuring appropriate diagnostic and therapeutic tests and services are available, utilized, and monitored.
  • Conduct daily rounds on patients housed in the Medical Housing Unit and/or consult with clinicians as necessary regarding their care.
  • Respond to and/or coordinate response to medical emergencies.
  • Provide clinical oversight and consultation to other medical staff caring for detainees at the facility.
  • Develop and coordinate all aspects of healthcare delivery at assigned facility.
  • Contribute to the production of the clinic with expectation to routinely see a patient at least every 30-45 minutes, depending on complexity of the patient encounter.
  • Sign all assigned patient encounter notes daily.
  • Complete all chart reviews/co-signatures, referrals submissions/reviews, lab reviews, telephone encounters, actions, and message reviews within policy guidelines.
  • Clinical supervisory authority over advanced practice providers (APPs), nursing staff, pharmacists, and medical assistants.
  • Perform record keeping functions in accordance with program policies and position.
  • Maintain functional proficiency and ease of use utilizing electronic health records as required by, and appropriate to, position.
  • Complete all discipline specific testing, initially and during recertification periods. Medical practice privilege requirements must be maintained.
  • Complete all initial, annual and ad hoc training and health screening/prevention activities as required/assigned.
  • Maintain patient confidentiality, and confidentiality of medical records, in compliance with the Privacy Act and HIPAA regulations in all work activities.
  • Adhere to, and maintain awareness of, IHSC policies, procedures, directives, operational memoranda and accreditation standards as prescribed by ICE/IHSC.
  • Attend and participate in general/medical staff meetings.
Requirements:
  • Qualification for a physician's degree from an institution and/or program accredited by an entity recognized by the U.S. Department of Education.
  • Current, full, and unrestricted license to practice medicine in the state in which the duty station is located.
  • Must have and maintain an unrestricted license from the Drug Enforcement Administration (DEA) to prescribe controlled medications in the state in which the duty station is located.
  • Depending on the detention facility physician requirement, proof of completion of three years of medical specialty training in Family Medicine, Internal Medicine, Emergency Medicine, or Pediatrics leading to board eligibility in that field, with board certification preferred, and at least 1 year of directly related, professional experience performing professional or scientific work in a field of medicine providing direct patient-care services.
  • Board certification preferred, or board eligible, in Family Medicine or Pediatrics for physicians working at family residential centers.
  • Board certification preferred, or board eligible, in Family Medicine, Internal Medicine, or Emergency Medicine for physicians working at adult detention facilities.
  • Must be proficient to provide care to adults of all ages, to include the care of female health conditions, supervision of prenatal care, and care of chronic health conditions common to the primary care setting.
  • Must have and maintain one of the following certifications: Basic Life Support for health care providers through the American Heart Association, CPR for the professional rescuer through the American Red Cross or the American Safety and Health Institute.
  • Experience in a detention/correctional or residential healthcare setting (preferred, not required).

Duty Hours / On-Call Requirements:

IHSC operates 24/7/365. This position is required to respond with physical presence during an emergency activation.

This full-time position requires the Primary Care Physician to provide rotational on-call coverage telephonically, and the Primary Care Physician may need to return to the facility during non-core hours to provide care.

Physical Demands:

The work requires some physical exertion, such as long periods of standing; walking or jogging unaided over rough, uneven, or rocky surfaces; recurring bending, crouching, stooping, stretching, reaching, or similar activities; or recurring lifting of moderately heavy patients or equipment.

The work may require specific, but common, physical characteristics and abilities, such as agility and dexterity, visual, and hearing capabilities.

Must be able to respond to any medical emergency in the facility, via foot, within four minutes and perform CPR/emergency care standing or kneeling.

Must have the ability to assist sick, injured, or aging detainees or staff exiting the building during an emergency.

Security Requirements:

The Department of Homeland Security's Personnel Security Unit (PSU) must render a Preliminary Favorable Fitness Determination to be considered a qualified candidate.

A Complete Favorable Fitness Determination must be rendered by PSU upon completion of initial and subsequent background investigations to meet the requirements of this position.

Must be a U.S. Citizen or Legal Permanent Resident.

Must have resided in the U.S. or its territories for three (3) or more years out of the last five (5) years.
