Under the guidance of the Director of Finance, this role is responsible for overseeing the financial management and reporting functions within the City of Kyle. Key responsibilities include:
- General accounting practices
- Development, monitoring, and reporting of both operating and capital budgets
- Management of cash and investments
- Accounts receivable and payable oversight
- Payroll administration
- Accounting and reporting for capital and fixed assets
- Grants accounting and reporting
- Preparation and reporting of financial statements, including the Comprehensive Annual Financial Report (CAFR)
- Implementation of internal controls
- Debt management, including accounting and reporting for bond issuances and refunding
- Oversight of purchasing and other financial functions
This position requires a high level of initiative, professional expertise, and supervisory skills to effectively manage the City's accounting and financial reporting systems. This includes maintaining the general ledger and subsidiary accounts for various funds while ensuring compliance with GAAP, GASB, and GAAFR standards.
Key Responsibilities:The successful candidate will:
- Provide daily supervisory oversight and guidance to the Budget and Accounting staff
- Ensure accurate processing and recording of financial transactions
- Monitor and report on the City's revenue and expenditures
- Compile monthly, quarterly, and year-end financial statements, including the CAFR
- Manage the City's cash management program
- Oversee and report on the City's investments
- Plan, organize, and monitor staff assignments
- Lead the implementation of technology and administrative solutions to enhance work processes
- Develop management and financial reports for presentation to City Council and other officials
- Strengthen internal controls
- Assist in emergency and disaster management as required
- Confer with the Director of Finance on fiscal and budgetary policies
- Perform additional financial and administrative duties as assigned
The ideal candidate will possess:
- A bachelor's degree in accounting, finance, or business administration from an accredited institution
- A minimum of five (5) years of accounting and financial reporting experience in the public sector
- A minimum of five (5) years of progressively responsible management experience in governmental accounting and financial management
- A valid Texas Driver's License or the ability to obtain one
- Bondability
- Preferred: Certified Public Accountant (CPA) designation and license in Texas
The candidate should demonstrate:
- Knowledge of municipal accounting principles and practices
- Familiarity with modern office practices and procedures
- Proficiency in standard office and accounting equipment
- Ability to establish and implement standard accounting methods and procedures
- Capability to prepare informative financial reports
- Strong interpersonal skills to maintain effective working relationships with department heads, staff, and city officials
This position requires mobility to work in a standard office environment and utilize office equipment, including computers. The role may involve occasional lifting of reports and records weighing less than 20 pounds. The work environment is primarily sedentary, with moderate noise levels and controlled temperature conditions. Flexibility to work evenings, weekends, and holidays during peak periods is expected.
