Job Summary

We are seeking a highly skilled Senior Buyer to join our team at Sonoma Marin Area Rail Transit. The successful candidate will be responsible for providing senior-level procurement services, including planning, development, advertising, evaluation, negotiation, and awarding stages for complex and highly technical contracts.

Key Responsibilities
  • Develop and coordinate procurement plans, specifications, and contracts for public works construction projects, repair and maintenance projects, and complex professional services.
  • Conduct market research, analyze bids and proposals, and negotiate contracts with vendors and contractors.
  • Coordinate and facilitate pre-bid meetings, site walks, evaluation committee reviews, interviews, negotiation meetings, and bid openings.
  • Develop and maintain detailed administrative and procurement records, including contract files, bid documents, and procurement reports.
  • Provide guidance and support to procurement staff, vendors, and contractors on procurement policies, procedures, and regulations.
  • Stay up-to-date with changes in procurement laws, regulations, and best practices, and implement new procedures and processes as needed.
Requirements
  • Bachelor's degree in business administration, public administration, or a related field.
  • Four years of professional experience in procurement, preferably in a public agency or transportation industry.
  • Certified Professional Public Buyer (CPPB) or Certified Public Procurement Officer (CPPO) certification preferred.
Desirable Qualifications
  • Experience with procurement software, including e-Procurement systems and Enterprise Resource Planning (ERP) systems.
  • Knowledge of procurement laws, regulations, and best practices, including the Buy America Act and Caltrans Local Assistance procedures.
  • Excellent communication, negotiation, and problem-solving skills.
