Position Overview:
Lane County Environmental Engineering Services is in search of a dedicated Stormwater Engineer. This role offers a 5% salary differential for those holding an Oregon Registered PE license.

Role Responsibilities:
The Stormwater Engineer will take charge of various stormwater programs and projects, encompassing system planning and the design of essential components like conveyance and water quality treatment systems.

This senior-level position involves not only design responsibilities but also project management and mentoring of junior engineers.

Qualifications:
Applicants must possess a registered professional engineer (PE) license in Oregon or demonstrate the ability to secure one within six months of starting the role. We are looking for candidates with experience in stormwater conveyance and water quality treatment design, along with a strong interest in the challenges of stormwater management.

Additionally, familiarity with environmental compliance and habitat restoration design is advantageous.

Key Duties Include:
- Leading the creation of engineering plans utilizing Autodesk Civil3D, preparing construction cost estimates, and drafting contract provisions.
- Acting as the Engineer of Record for stormwater design projects.
- Conducting hydrologic and hydraulic analyses, delivering detailed calculations, and generating technical reports.
- Collaborating with project teams during development and scoping phases, assisting with environmental permitting and right-of-way processes, and providing construction and survey support.
- Partnering with operations and maintenance teams to formulate long-term maintenance strategies and address water resource challenges.
- Managing projects to facilitate the implementation of stormwater control measures within public works divisions and liaising with local jurisdictions as necessary.

Regulatory Compliance:
Interpreting and communicating federal, state, and local stormwater runoff regulations to relevant Public Works Divisions. Preparing grant applications and coordinating with funding agencies while fulfilling necessary reporting requirements.

Supporting compliance with Lane County's current Department of Environmental Quality (DEQ) permits for NPDES Municipal Separate Storm Sewer System (MS4) and Water Pollution Control Facilities (WPCF), as well as adherence to the County's Total Maximum Daily Load Implementation plans for water quality-limited waterways.

Design and Permitting:
Providing design and environmental permitting support for projects that have environmental impacts necessitating stormwater treatment, fish passage design, or environmental mitigation through federal or state permits.

Engineering Responsibilities:
Typical responsibilities include conducting special studies, analyzing transportation issues, quality assurance programs, reviewing development plans and permits, designing and inspecting infrastructure enhancements, and overseeing assigned engineering projects.

About the Division:
The Engineering & Construction Services Division is tasked with planning, designing, and constructing safe and efficient transportation systems for Lane County. The Division also delivers high-quality engineering and construction services to other County Departments and external public agency clients involved in public improvement programs.

Work Schedule:
This position requires a commitment of 40 hours per week, Monday through Friday, from 8:00 AM to 5:00 PM, including a 30-minute lunch break. Teleworking options are available.

Education and Experience:
A Bachelor's degree in a relevant field is required, along with sufficient experience commensurate with the competency level of the position. Candidates should have 5-8 years of progressively responsible professional experience, demonstrating specialized knowledge in the area of assignment.

Licensing Requirements:
