Position Overview

The Vice President of State Legislative Affairs at Charter Communications plays a crucial role in shaping the company's engagement with state governments and regulatory bodies. Charter Communications is a prominent broadband connectivity provider and cable operator, catering to over 32 million customers across 41 states.

Through its Spectrum brand, the organization delivers a comprehensive suite of advanced residential and business services, including Spectrum Internet, TV, Mobile, and Voice.

The State Legislative Affairs team is dedicated to fulfilling the company's franchising, legislative, and regulatory objectives at both state and local levels.


Key Responsibilities

As the Vice President of State Legislative Affairs, you will spearhead the formulation, coordination, and implementation of government affairs strategies that drive the company’s growth and influence within state legislatures and regulatory agencies in various states.

This position entails representing the organization before state and local governments, overseeing broadband grant management, budget oversight, external relations, and community involvement.

Your extensive experience in legislative and regulatory matters, coupled with a strong background in public policy and advocacy, will enable you to strategically plan, manage, and execute initiatives that align with our broader objectives.

In this senior management role, you will be instrumental in directing our government affairs initiatives.


What You Will Enjoy

Building and nurturing relationships with public officials and key policy makers at federal, state, and local levels.

Coordinating efforts with the government affairs team and external consultants, fostering grassroots and third-party support to benefit the company and its interests.

Creating strategies and effectively planning and executing initiatives to enhance the company’s reputation within the communities served.

Assisting in the development and management of the company's political contribution strategies, in compliance with applicable laws.

Representing the organization before external stakeholders, including elected officials and various state and local government agencies, and participating in community events and functions.

Drafting, analyzing, and presenting legislative materials, amendments, testimonies, memoranda, and other necessary documentation for legislative and regulatory advocacy.

Acting as a primary liaison between Charter and the relevant State Cable and Telecommunications Associations, and representing the company at industry events.

Overseeing outside counsel, consultants, and lobbyists as required.

Managing the team’s response to escalated complaints from government authorities when necessary.

Identifying government-related procurement and business opportunities and facilitating discussions with business units to develop responses.

Creating approaches to support the company's business objectives and managing outreach and interactions with government entities related to our services.

Performing additional duties as assigned.

The State Legislative Affairs team is responsible for educating local and state officials about Charter's policy positions and advocating for regulations and laws that further the company's business priorities.

As a member of this team, you will collaborate closely with internal and external stakeholders to ensure that Charter's interests and those of its customers are effectively represented in state and local policies.


Qualifications

Required:

  • Bachelor's degree or equivalent experience
  • Proficiency in reading, writing, speaking, and understanding English
  • Ten years of experience in the cable or regulated industries, government, public policy, or legislative environments
  • Background in law, government, or public policy
  • Strong oral and written communication skills
  • Ability to manage multiple projects and tasks simultaneously
  • Decision-making and problem-solving skills under pressure
  • Ability to analyze and interpret legislation, regulations, contracts, and legal documents
  • Proficiency in personal computer and software applications (e.g., word processing, spreadsheets, presentations)
  • Independent judgment and discretion in significant matters, maintaining high ethical standards
  • Ability to work independently and collaboratively with colleagues and stakeholders
  • Knowledge of cable, telecommunications, and broadband products and services, with experience in regulated industries
  • Advocacy, lobbying, and negotiation skills
  • Understanding of state and local government processes

Preferred:

  • Advanced degree in public administration, law, or a related field

Working Conditions
Normal office environment with frequent travel required. Regular, consistent, and punctual attendance is expected, with the ability to work nights and weekends as necessary.
