Job Overview

Client: NAVFAC Northwest
Position: Junior Project Scheduler (Construction)
Clearance: Must successfully pass background checks and security evaluations.

Role Summary: The Junior Project Scheduler will assess the schedules submitted by construction contractors, evaluate equipment delivery timelines, and monitor ongoing progress. This information will be utilized to generate monthly forecasts and reports regarding Construction Work in Place for various projects.


Key Responsibilities:
  1. Develop and scrutinize design and construction timelines based on the network analysis schedules (NAS) provided by contractors for Government approval.
  2. Examine contractor schedules, equipment delivery plans, and current progress to create monthly forecasts of Construction Work in Place, which will be recorded in the Construction Management System or other Government databases.
  3. Evaluate the NAS for logical sequencing, duration appropriateness, and overall reasonableness. Provide recommendations for necessary adjustments to the schedule.
  4. For each project/task order, prepare a comprehensive report that includes:
    • An introduction with essential details such as contract number, project name, contractor information, and methodology.
    • A factual overview of the NAS, including its logic, sequencing, and durations.
    • A summary of contractor feedback, both objective and subjective, regarding the NAS's adequacy and suggestions for enhancements.
    • A recommendation to the Government regarding the NAS's approval status.
  5. Conduct schedule impact analyses to support change order requests and anticipated claims.
  6. Assist Government personnel with construction schedule evaluations, providing notes, comments, and recommendations.
  7. Facilitate informal training sessions on scheduling for Facilities Engineering and Acquisition Division (FEAD) staff.
  8. Collaborate with FEAD representatives to create a schedule review guide that outlines the general process for assessing baseline construction schedules and conducting schedule impact analyses.

Qualifications & Skills:
  1. Bachelor's degree in Engineering Technology or Construction Management from an accredited institution, or 7 years of relevant construction scheduling experience in lieu of a degree.
  2. Experience in scheduling construction projects with budgets of $10M or more.
  3. Proficient in Primavera P6, Claim Digger, Microsoft Office Suite, and Adobe Acrobat Professional.
  4. Ability to analyze cost-loaded Network Analysis Schedules (NAS) prepared by contractors.
  5. Capable of identifying potential project conflicts and providing solutions to mitigate delays.
  6. Experience in construction schedule analysis, including critical path modifications and delay assessments.
  7. Strong communication skills in English, both written and verbal, with experience in preparing reports and briefing management.
  8. Familiarity with Federal construction criteria and specifications.
  9. Must provide proof of U.S. Citizenship and possess a valid U.S. Driver's License.
