Civil Section Manager Job Description

The City of New York is seeking a highly skilled and experienced Civil Section Manager to join the Department of Environmental Protection (DEP). As a key member of the team, you will be responsible for overseeing the preparation of civil engineering designs for capital improvement projects, ensuring the development and maintenance of an exemplary water supply, wastewater conveyance, and treatment system.

Key Responsibilities:

  • Lead a team of civil engineers in the preparation of design and construction documents, including engineering plans and specifications.
  • Develop and implement design standards, specifications, and criteria based on industry best practices and changing regulations.
  • Collaborate with operating bureaus and other agency stakeholders to ensure proper execution of work.
  • Perform high-level engineering for critical and complex aspects of projects, including site development, grading, and paving.
  • Establish and maintain relationships with external stakeholders, including contractors, consultants, and regulatory agencies.
  • Manage and supervise staff, including evaluations, time and leave approvals, and staff planning and hiring processes.

Requirements:

  • Valid New York State License as a Professional Engineer.
  • At least six years of full-time satisfactory experience in civil engineering, with at least two years in an executive, managerial, or administrative capacity.
  • Excellent oral, written, and communication skills, with the ability to meet deadlines and be flexible in assignment of work responsibilities.
  • Experience with AutoCAD and Civil 3D software programs.
  • Strong organizational and computer skills.

Preferred Qualifications:

  • Minimum 15 years of experience in planning, design, and design services during construction for civil engineering site development projects.
  • Bachelor's Degree in Civil Engineering.
  • Management and supervisory skills.
  • Interpersonal and mentoring skills.
  • Technical writing skills.
