Job Summary

This position is located in the In-Processing Section, Material Control and Analysis Division, Office, Assistant Register and Director of Operations, Copyright Office. The position description number for this position is not provided. The salary range indicated reflects the locality pay adjustment for the Washington, D.C., Metropolitan area. This is a non-supervisory, bargaining unit position. Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.

Key Responsibilities
  • Independently clears claims for registration for the RRP division by creating or updating service requests in the Copyright Office online system.
  • Receives pre-sorted service requests and other written communications received within the Copyright Office.
  • Prepares the system for ingestion of a group of service requests by identifying and keying specific parameters for the type of service request to be processed.
  • Is an expert in recognizing and performing initial processing of 29 application forms, their associated fees, and deposit copies.
  • When processing new registration claims, first ensures that certain statutory requirements are met and that the request is complete and that all items are undamaged.
  • Damaged items or those missing an application or deposit copy, are forwarded without processing to the Triage area or the Incomplete Claims Handling Area of the Out Processing Section.
  • If an application is a Form CO, examines each page prior to scanning to determine if it may be scanned utilizing 2-D technology or as a paper form.
  • Identifies cover letters and other accompanying material as correspondence and scans as such.
  • Accessions deposit materials by applying unique barcode labels, security targets, and Library ownership edge stamps (when applicable).
  • Enters a description of each deposit by selecting from a pick list and links the barcode on the deposit to the record.
  • Determines if the service request contains one or more checks, money orders, or currency, and indicates in the system the type of payment submitted.
  • Places a barcode on each check or money order and enters the payment type and amount into the system, checking to ensure that the system captures the data correctly.
  • Examines the quality of scanned digital images and re-scans contents, as necessary.
  • If all the service request contents are correctly recorded, completes the processing for that entry.
  • Separates scanned items, logs them and places them in a temporary storage container.
  • After processing 40 checks, batches the checks, generates a batch report, reviews the number and amount of checks, and brings the batch with the printed report to a supervisor for delivery to the Accounts Section.
  • Logs non-scanned items (deposits) to a barcode-labeled container for that class of work and delivers the container to the appropriate area for dispatch.
  • Performs searches that are of a difficult nature and often are made from fragmentary information within the eCO system as necessary to link items received independently to an ongoing service request record.
  • Searches may also require the use of other Copyright systems.
  • Processes replies to correspondence regarding one or more service requests.
  • Once the information is found, the reply is processed according to procedures.
  • If the search identifies the reply as one with a hard copy deposit and or fee, ingests the material in a process different from new claim processing.
  • If the search reveals that the deposit is part of an electronic submission, conducts a further search to determine the correct service request number.
  • May create a facsimile Deposit Shipping Slip to be ingested along with a deposit.
  • Dispatches deposits to one of several locations determined by the search results.
  • Searches the system to locate deposits, applications, and correspondence needed for further or corrective action.
  • Follows well-established procedures and specific instructions from the supervisor, and uses a variety of interrelated steps and procedures to assure that the team accurately and timely processes and transfers currency, checks, and credit card information.
  • Following written guidelines takes actions for receipt of currency versus receipt of checks.
  • Periodically monitors the team to assure that they carefully review application and correspondence to assure that any credit card or other confidential information is redacted before being scanned.
  • Transfers processed deposit materials to appropriate locations in barcode labeled bins after performing quality assurance and reviewing the material for accuracy.
  • Delivers damaged/incomplete deposits to the appropriate area.
  • Applies Item Barcode Accession Labels (IBALs) according to specified requirements for each format received and records information in the online system.
  • Articulates and communicates to the team the assignment, project, problem to be solved, and/or program issues under review, and deadlines and time frames for completion.
  • Identifies, distributes, and balances workload and tasks among employees in accordance with established workflow, skill level, and/or occupational specialization.
  • Makes adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; and ensures each employee has an integral role in developing the final team product.

PHYSICAL REQUIREMENT:The work involves some walking, standing, bending, carrying of bundled items weighing as much as 50 pounds, occasional lifting and carrying of heavier materials; and pushing mail cages and tubs weighing up to 300 pounds.A physical examination is required every three (3) years to perform the work of the position. After an offer of employment has been made and before commencement of duties, the selectee MUST be physically qualified by the Library's Health Office.
