Job Summary

  • We are seeking a highly motivated and detail-oriented individual with experience in municipal engineering to perform various tasks related to the investigation, development, design, construction, and maintenance of public works, wastewater, and water utility engineering projects.
  • The successful candidate will work closely with the Deputy Director of Public Works/City Engineer to ensure that all projects are completed efficiently and effectively.

Key Responsibilities:

  1. Field Investigations and Surveys: Conduct thorough field investigations and surveys to prepare for public works, wastewater, and water utility engineering projects.
  2. Preliminary Plans and Designs: Prepare preliminary plans, designs, specifications, and estimates of cost for large projects and complete plans for smaller projects.
  3. Resident Engineer: Serve as a resident engineer on major construction projects, enforcing adherence to plans and specifications, and protecting the City's interests.
  4. Project Management: Manage GIS-related projects, including budgeting, scheduling, and resource allocation.
  5. Complaint Resolution: Investigate complaints from property owners alleging damages caused by wastewater, stormwater, water, or highway construction.
  6. Map Preparation: Prepare or supervise the preparation of layout maps on all highways and section maps showing all building offsets.
  7. Survey Maintenance: Keep current accurate surveys of all City-owned property.
  8. Mapping Services: Provide general survey and mapping facilities for other City departments.
  9. Structural Mapping: Prepare maps showing structures, utilities, and other facilities within and under streets and sidewalks.
  10. Assessment Preparation: Prepare assessments for curbing, grading, and sidewalks.
  11. Record Keeping: Keep records and make reports as required, including the annual stormwater report.
  12. Contract Administration: Maintain construction work and cost records of engineering projects; make independent calculations from plans and field notes as to the work done by the contractor and estimates payment due.
  13. Development Review: Review proposed development plans and prepare review letters for multiple City departments.
  14. Additional Responsibilities: Perform related work as required.

Desirable Skills and Qualifications:

  • Civil Engineering Principles: Thorough working knowledge of civil engineering principles, including hydraulic and hydrology engineering.
  • Organization and Planning: Ability to organize work effectively and use a wide range of procedures to complete work in accordance with established departmental policies and standards.
  • Public Works Construction: Thorough working knowledge of materials, methods, and techniques of public works or water works construction.
  • Computer-Aided Design: Working knowledge and experience with computer drafting, mapping software, CAD, HydoCAD, ArcGIS, and industry-related computer applications.
  • Supervision and Inspection: Ability to supervise and inspect the work of contractors and enforce adherence to plans and specifications.
  • Engineering Research: Skill in planning and conducting engineering research work and making engineering plans and specifications.
  • Supervisory Experience: Experience in a supervisory role in engineering or construction work.

Physical Requirements:

  • Office and Field Work: Ability to work in both an office setting and in the field, requiring significant use of manual skills, finger dexterity, and motor coordination to operate computer terminals, survey equipment, and prepare scale drawings.
  • Lifting and Moving: Duties require intermittent light physical carrying, lifting, or moving light weight material or engineering equipment.

Minimum Qualifications:

  • Bachelor's Degree: Bachelor's degree in civil engineering, environmental engineering, or a related field from a college or university with an ABET-accredited engineering curriculum and certification.
  • Engineer-in-Training (EIT) Certification: EIT certification is required; Professional Engineer (PE) license is preferred but not required at the time of hire.
  • Experience: 3-5 years of experience in municipal engineering or a related field.
  • Equivalent Combination: Any equivalent combination of experience and training that provides the desired abilities, knowledge, and skills.

Examination Weight: Oral 100%. Candidates are encouraged to provide a portfolio with examples of work from projects related to the position.
